Background:

Transitional justice policies in Albania started in 1991, followed by various legal attempts to curtail the role of former political leaders and members of the security and legal apparatus of the former regime through various lustration policies, trials for political crimes and economic wrongdoings and attempts to regulate citizens‘ access to files kept by the Albanian Secret Service. Three decades later the still emotional discourse about Albania’s communist past among historians, academics, politicians, victims‘ groups and civil society reflects the continued relevance of transitional justice, not only for understanding and debating the past, but also for shaping the present and future of Albanian society as it strives to consolidate its democracy, reform its justice system and advance rule of law and human rights.

The OSCE Presence in Albania (PiA) has been involved in the topic of transitional justice and of dealing with the past for a number of years. It has promoted an inclusive national dialogue, in particular involving and reaching out to young people, on how to deal with Albania’s communist past; it has supported young researchers to undertake research study projects in the field; it has supported the creation and functioning of a specialised Centre for Justice and Transformation (CJT) at the public University of Tirana. The Centre represents a multi-disciplinary structure aiming to lay the foundations for strengthening current academics‘ and practitioners‘ debates in the field, focusing not only on the process of redressing of the past wrongdoings but also on the impact that transitional justice measures have in advancing human rights and democratization of institutions in Albania. The most recent efforts pertain to fostering the conduct of research though the development of a Master’s Programme on Transitional Justice, which aims to lead to a better-informed and fact-based discourse on how Albania deals with the human rights violations of its past and also how it can learn from other societies going through a period of transition.

As its involvement in the field is growing and diversified, the PiA aims to expand the ROSTER for international experts on transitional justice to support current and future activities and projects.

Objective of Assignment: Through the Terms of References at hand, the Rule of Law and Human Rights Department at the OSCE Presence in Albania aims to expand the ROSTER for international experts specializing in the area of Transitional Justice. In this regard the Department is looking for senior professionals with specific expertise in one or more of the following areas: 1) Transitional Justice and Rule of Law; 2) Transitional Justice, International Criminal Law and International Human Rights Law; 3) Transitional Justice and Socio-political Sciences; 4) Transitional Justice and History.

Duration of Assignment: To be decided upon specific consultancy.

Tasks and Responsibilities:

Based on the above, under the guidance of the Presence’s program and project managers, the tasks to be carried out by the experts shall include, but are not limited to the following:

Draft briefing papers, research papers, policy and strategic papers, needs assessment papers and academic curricula in the field of expertise;
review and revise research concepts and methodological frameworks developed by national experts to ensure that the research concepts comply with international best practice standards and correlate with research that has already been conducted on this topic internationally;
provide guidance and supervision on the operationalization of the research methodological framework into projects‘ designs and to provide a research toolbox that shall guide empirical and fieldwork research;
review and guide research projects developed by young researchers;
lead teams of editors in the compilation of an edited volume of researches that shall be published at the conclusion of the research project;
develop agendas, prepare hand-out materials and deliver in presence and/or online training sessions, lectures, workshops, roundtables, conferences‘ panels and presentations in the field of expertise to university students, academia, member of state institutions, policy makers, civil society organizations, etc.;
draft reports of delivered training sessions, lectures, workshops, roundtables, conferences‘ panels and presentations, including recommendations on potential follow up;
review abstracts or full papers submitted for the purpose of workshops, roundtables, conferences on transitional justice and dealing with the past in the field of expertise.

If admitted to the roster, the experts will be assessed against the specific requirements outlined in the terms of references that are created for each available consultancy.

Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates will involve interviews and potentially also timed written tests. Expert/consultancy assignment durations may vary from a couple of weeks to several months, and commonly include a combination of home-based desk reviews and field visits.

Deliverables: To be decided upon specific consultancy.

Necessary Qualifications:

Advanced university degree in at least one of the following areas: law, human rights, socio-political sciences, history;
Specialization in Transitional Justice (desirable);
At least 8 years of professional experience in academic teaching and/or research in the field of transitional justice, with desirable specialization in totalitarian or oppressive regimes and dealing with the past;
Professional experience in interdisciplinary research or teaching;
Current working affiliation (at least 2 years) to a Transitional Justice Research/Higher Education institution outside of Albania;
Excellent drafting skills and proficient level of English language;
Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
Computer literacy and familiarity with online platforms

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
