Context:

IOM is a major actor in post-conflict recovery and reconstruction, and as such is heavily involved in livelihood development and job creation programmes. IOM’s strengths lie in its field presence around the country and operational capacity to rebuild community infrastructure, conduct vocational and other trainings, provide grant funding at local levels to support business development, and a variety of other areas key to recovery.

IOM is currently working on the development of a model to fund businesses along agricultural value chains in Iraq, with regional focuses in 2021 on the South, Centre, and Northwest of Iraq. Having scaled its financing mechanism, the Enterprise Development Fund, from a pilot to scale in 2019, the mission is now improving the fund’s process to target agricultural value chains. Some of the challenges in identifying opportunities for value chain development in Iraq include low processing capacities, a lack of insurance providers, follow-on financing opportunities, and the absence of complete or partial vertical integration. Water scarcity, slow onset environmental change, and poor water management is also currently contributing to climate induced rural and urban migration in cities, particularly in the South and in Diyala. The scope of challenges faced will remain large even if COVID-19 rates slow.

In this context, IOM is seeking to hire a consultant to evaluate the viability of investments in individual water supply systems in Iraq. The objective of this assignment is to produce a feasibility study to assess the feasibility and economic viability of individual water systems Iraq, both as business opportunity for SMEs, and as a way to mitigate distress migration caused by slow onset environmental change.

Specifically, the consultant will prepare a feasibility study covering: the status and prospects of individual water supply systems in Iraq; the financial and regulatory environment related to water management; evaluation of context-appropriate technologies; and the financial/ economic viability of improved irrigation technologies as a business opportunity for SMEs and as an alternative source of water for end users.

Core Functions / Responsibilities

DELIVERABLES

The consultant will be responsible to prepare a report covering the following topics outlined below, including through virtual or face to face interviews with key informants from the Ministry of Water Resources, Ministry of Agriculture, farmers, and other stakeholders.

Overview of the current water systems and irrigation technologies available and popular in Iraq;
Overview of the financial and regulatory environment related to water resources in Iraq;
Review of context-appropriate methodologies to budget support for producers affected by water supply issues, including but not limited to: a. Agricultural insurance products

b. Yield projection and yield loss calculations

Building on IOM’s experience working with and data on the SME sector in Iraq, an evaluation of the SME landscape as it concerns water supply systems, and the potential role for expansion of SMEs into irrigation technologies, including but not limited to:

a. Potential entry points for existing businesses and startups;
b. Access to capital for businesses in this sector;
c. Opportunities for SMEs to offer consumer credit to support purchases of irrigation equipment and appliances; and

d. Challenges (current or potential) for SMEs operating in the water supply systems.

End-users demand assessment, including but not limited to:

a. Current level of access to water systems in Iraq including type and source of water used;
b. Irrigation technologies perceptions and awareness levels; and

c. Ability and willingness to pay for improved irrigation technologies.

Review of the financing landscape, both for potential consumers of water supply systems as well as SMEs that may operate in the sector; and

Recommendations on: a. The economic viability of improved water supply systems as compared to current solutions (including, where possible, a cost benefit analysis of possible technologies being used locally and in other country contexts that would be applicable to Iraq);
b. Recommendations on the use of or promotion of alternative energy as a means to power irrigation systems; and

c. Entry points for IOM to support producers who depend on water supply systems as a means to promote agricultural production and create jobs.

The consultant´s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered

1 research plan with methodologies, a data collection plan, and draft questionnaires (based on a proposal and any adjustments needed based on discussion with IOM)

1 inception report covering available data from desk reviewed sources

Note: These are the broad deliverables of the study, but we expect the consultant to propose the right methodology and areas to be covered by the study to achieve its ultimate objective.

Flight and visa cost to and from Iraq, and within the country travel and living allowances will be covered by IOM

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

Required Qualifications and Experience:

Education

· Advanced university degree (Masters or equivalent) in a relevant field

Experience & Skills

· Relevant progressive practical experience at professional level acquired through work in a respective industry, central or local government, academia, non-governmental or professional services sector. Proven experience in one or more of the following areas: water supply infrastructure development, water resources planning and management, GIS remote sensing and mapping, hydrologic modelling, water supply and demand forecasting, implementation support for urban water supply systems

· Experience working in international organizations and the humanitarian community;
· Experience in the development of strategies linking research to interventions;
· Work experience in and knowledge of Iraq a distinct advantage.

Languages

· Fluency in English language is required.

· Working knowledge in Arabic language is an advantage.
