The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.
The Joint FAO/IAEA Centre of Nuclear Techniques in Food and Agriculture assists Member States of the Food and Agriculture Organization of the United Nations (FAO) and the IAEA in using nuclear techniques and related technologies to improve food security, alleviate poverty and promote sustainable agriculture. The Joint Centre consists of five Sections, each with an associated laboratory (located in Seibersdorf, 45 km south-east of Vienna), in the areas of: animal production and health; plant breeding and genetics; insect pest control; soil and water management and crop nutrition; and food and environmental protection.
The Animal Production and Health Section and Laboratory assist Member States in improving livestock productivity through the efficient use of locally available feed resources, reproduction and breeding practices, and disease diagnostic tools and control measures.
In the last few decades, multiple zoonotic diseases impacted public health, people’s livelihood, and the global economy. The COVID-19 pandemic is the most recent severe threat, which will have a long-term and far-reaching influence on the global population and the world economy. Early detection technologies critical in the chain of disease control. They enable the rapid discovery of the source and movement of pathogens and the analysis, planning, and decision-making during the design and implementation of preventive or control measures.
The main purpose for the consultancy will be to provide scientific advice and expertise to the different pillars of the Zoonotic Diseases Integrated Action Plan (ZODIAC) Initiative. This includes technology transfer and capacity building (pillar 1), development and implementation of research goals (pillar 2), development of the revisualization tools (pillar 3).
Functions / Key Results Expected
To identify ‚fit-for-purpose‘ tools and technologies needed for detection and characterization of zoonotic pathogens of interest for the ZNL from each region/ecosystem (Proficiencies, Equipment and basic infrastructure needs);
To identify and develop targeted training and human capacity building;
To transfer and install/maintain the required equipment where needed, perform comprehensive field validation of assays through multiple competent laboratories;
To prepare, review and implement Standardized Operating Procedures (SOPs) for dissemination and transfer to counterparts‘ laboratories;
To develop and disseminate bio-risk management systems in the counterpart laboratories of Animal Production and Health (APH);
To provide technical expertise in the development and dissemination ISO 17025 quality management system in the counterpart laboratories of APH;
To facilitate access to standard reference materials and participate at ring trials / proficiency tests of the counterpart laboratories of APH;
To develop and implement geo-visualization tools as drafted in pillar 3 of ZODIAC.

Qualifications and Experience
Advanced degree in Veterinary Medicine or related fields.
Minimum five years of experience in officially designated veterinary laboratory.
Experience in practical organization of diagnostic laboratories.
Experience in the implementation, monitoring and quality control of serological and molecular diagnostic techniques for detection and characterization of animal and zoonotic diseases.
Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, English, French, Russian and Spanish) is an asset.
The remuneration for this consultancy is a daily fee of up to a maximum of 251, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
