The mission of the Antimicrobial Resistance(AMR) Division is to define, advance, promote and monitor comprehensivepolicies and strategies that prevent, reduce, and mitigate drug-resistantinfections and the overall impact of antimicrobial resistance globally based onthe Global Action Plan on Antimicrobial Resistance and the 13th GlobalProgramme of Work of WHO and the Sustainable Development Goals (SDGs). Italso provides global direction and strategic leadership for the global responseto antimicrobial resistance in coordination with Food and AgricultureOrganization (FAO), World Organisation for Animal Health (OIE) and other UnitedNations and international agencies and facilitates the creation of common goaland vision through innovative partnerships, political engagement and promotingmultisectoral engagement and synergy across the One Health spectrum in humans,animals, plants, food, feed and the environment. Its main objective is tosupport the development, implementation, and monitoring of One Health NationalAction Plans for Member States and facilitate the mainstreaming of effectivestrategies and actions, including on the prevention and control of infection,antimicrobial stewardship, awareness creation and communication, research anddevelopment in their health and development agendas in partnership with FAO,OIE and other key partners.

The Department of Global Coordination andPartnership on AMR leads and coordinates the global One Health multisectoralresponse to AMR in cooperation with FAO, OIE, the UN as well as other agencies,civil society, and the private sector, towards a world free from the sufferingof drug-resistant infections. The Department has the following functions inline with WHO’s General Programme of Work to protect antimicrobials importantfor human health and mitigate drug-resistant infections: Leads the global OneHealth multisectoral response to AMR across the human, animal, plant, food,feed and environment sectors, through multisectoral engagement andinterventions, and strengthening advocacy and awareness; Facilitates globalcoordination and interagency engagement and partnership for creation andsustenance of shared global vision and goals; Shapes the research anddevelopment agenda through innovation, priority setting and supporting globalinitiatives that enable the generation, translation and dissemination of knowledge;Facilitates, nurtures and scales up evidence-based interventions to enhancestewardship, awareness, and understanding of AMR across the One Healthspectrum.The Tripartite Joint Secretariat on AMRconsolidates cooperation between WHO, the Food and Agriculture Organization(FAO) of the United Nations, and the World Organisation for Animal Health(OIE), drawing on their core mandates to support the global response across theOne Health spectrum through global advocacy and political engagement, creation ofa shared vision and goals, and providing Secretariat services for globalgovernance structures. The Tripartite Joint Secretariat is hosted by WHO withdedicated liaison officers in FAO and OIE headquarters. It manages theday-to-day operations of the joint work of the Tripartite oganizations on AMRincluding the Multi-Partner Trust Fund.

DESCRIPTION OF DUTIES

Provide technical leadership and managerial support through collaboration with others across the Division and Tripartite organizations where required, in a horizontal approach across the vertical areas of programme specialization represented by the Department and the Tripartite organizations and UN Environment, ensuring that activities in this area are carried out efficiently and effectively.

Assume accountability for the delivery of results of a cross-cutting nature in the role of portfolio manager for the areas of responsibility including (inter alia) to provide input on performance evaluations of technical staff across the teams as regards cross-cutting topics.

Manage a portfolio of cross-cutting work/projects including financial and workplan authority for these, assuming accountability for integrated delivery of work-products of a cross cutting nature.

Overcome silo-approaches by creating synergies in programme delivery, analysing gaps, overlaps as well as opportunities across the global governance structures, develop respective workable approaches, and assume accountability for matrixed solutions by integrating the teams to jointly deliver a more coherent approach to the health/technical priorities.

Develop and propose technical delivery strategies for implementation of cross-cutting results,products, initiatives through liaising with Regional and Country counterparts across the Tripartite, providing advice in to both ends on strengthening and improving technical capacity of target clienteles.

Represent specific thematic (cross-cutting) areas of the Department and or the Director morebroadly internally and externally when- and where required, serving as the technical reference point among the peer community,UN agencies and other stakeholders at the technical level in the respective area of expertise.

Lead and manage the effective and efficient day to day operations of the global governance structures on AMR with particular focus on the Global Leaders Group on AMR and its related portfolio and workplans.

Facilitate the coordination and partnership among the global governance structures on AMR and promote a shared vision through engagement of the Tripartite organizations, UN Environment anda range of external implementing partners,including high-level government officials, UN partner agencies, nongovernmental organizations, and others, with a view to strengthen the One Health response to contain AMR.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in Public Health, Veterinary Medicine or another health-related field relevant to the functions of the position.

Experience

Essential: A minimum of 10 years of professional experience with increasing levels of seniority in coordination and/or management of overarching programmatic and strategic activities in public health or animal health or environment.

Demonstrated professional experience in coordinating and engaging with multi-stakeholder partners including UN agencies, governments, civil society and private sector.

Demonstrated experience in managing human and financial resources.

Demonstrated experience at the international level.

Desirable: First- hand working experience within a complex political environment in ministry of health, agriculture or environment or in WHO, FAO or OIE or other UN agencies.

Skills

Strong portfolio/project management skills in the area of leading project teams, instilling a results- focused way of working.

Excellent skills and ability in thinking and operating `outside-of-the-box`, with a sensitivity to spot gaps, overleaps, opportunities and to formulate approaches addressing these.

Managing diverse teams and the skill to form groups of dedicated professionals around changing goals.

Recognized expert in the thematic cross-cutting area of specialization and political understanding of communicable diseases and/or AMR. Concrete skills in the planning and coordination of multidisciplinary health/technical Programmes.

Good skills in motivation staff and team members.

Ability to engage and communicate effectively and diplomatically with internal and external partners and stakeholders on behalf or in lieu of the Director.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
