This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
In 2017, the Law on the National Academy for Public Administration was adopted, and in January 2018 NAPA started its work. NAPA is in charge of establishing a system of professional development of public administration at all levels. In order to assist NAPA, the OSCE Mission to Serbia will support the development of two priority online courses that are in line with NAPA’s priorities and its programme of professional learning and development of civil servants. One of the trainings will be on the topic of good governance.
The Mission therefore requires the services of one local consultant experienced in the field of good governance, who would develop the curriculum and compose written materials and scenarios for the online course. The selected expert would work closely with the expert in andragogy/psychology.
Tasks and Responsibilities
Under the supervision of the National Programme Officer and in close co-operation with NAPA, the consultant will be responsible for:
Developing curriculum for online course on good governance based on Programme of professional training of civil servants, bearing in mind that the curriculum should determine the number and scope of lessons;
Developing the written materials for online course for each defined lesson;
Where applicable, developing the scenarios for animation/visualisation of the lessons;
Developing the questions for the final assessment of the acquired knowledge in the end of the course.
The tasks are to be performed in co-operation with the expert on andragogy/psychology. The consultants will work mostly from home, with the exception of meetings with the Mission’s staff, NAPA and the production company in charge of producing the course, which will take place within one of the work premises.
Citizenship of or permanent residence in the Republic of Serbia;
University degree in law or political sciences;
Minimum 8 years of professional experience within public administration, academia or civil sector;
Excellent knowledge of the good governance principles;
Proven record of producing teaching materials;
Excellent organizational and communication skills and an analytical approach;
Tags civil servants gender perspective political science public administration teaching materials trainings
Knowledge of English language, both oral and written, would be considered an advantage;
Computer literate with practical experience in Microsoft packages;
Ability and willingness to work with people of different cultural, national and religious backgrounds;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

The consultant will be issued a Special Service Agreement in September 2021, and will be
paid a total amount not exceeding 296,800 RSD in total, commensurate to individual qualifications and experience. The payment will be effected in 2 (two) instalments.
