Background:

The OSCE Mission to Skopje, through the work of the Police Development Unit (PDU) is contributing to the efforts of the Ministry of Internal Affairs (MoIA) to establish a sustainable police education system using modern Information and Communication Technology (ICT) tools and various blended (hybrid) models of learning and teaching.

With the aim to support the implementation of long-term institutional and sustainable changes in the functioning of the system of training and staff development, and in accordance with the principles of the MoIA Strategy for Training and Development (2022-2024), the OSCE Mission to Skopje is implementing the Extra Budgetary (ExB) project: "Building a hybrid education system in the Ministry of Internal Affairs of the Republic of North Macedonia".

The project aims to build the human and technical capacities of the MoIA training system for hybrid police professional learning, by developing digitally competent and confident training staff, high-quality learning content, and user-friendly tools, supported by complementary infrastructure, connectivity and digital equipment. It will also ensure effective digital capacity planning and development, including up-to-date organisational capabilities, and secure platforms ensuring privacy and ethical standards.

To assist with the ExB project implementation, the OSCE Mission to Skopje seeks to engage one International Expert with digital learning expertise to undertake the development, drafting, and delivery training courses on blended learning.

Scope of Assignment and methodology:

The project will establish a pool of qualified trainers who will undergo an extensive ToT education programme with effective hybrid learning experiences and technologically enhanced learning tools. It will also provide a bespoke electronic platform to enable the ToT participants to develop, deliver and cascade blended learning programs effectively with reduced costs and increased performance in a tailored virtual environment. All training courses will include multiple learning formats and hybrid methods, and enrollment will be by means of the E-Learning Platform, which will be made available for the duration of the whole project.

Duration of Assignment:

The foreseen engagement is approximately 115 working days in the period from September 2021 to April 2024.

Tasks and Responsibilities:

Under the supervision of the Project Manager and the responsible project staff, the International Consultant, Learning Expert will be engaged in the two phases of the project, more specifically:

In the 1st phase of the project, the International Consultant will be responsible for designing, developing, delivering a training programme of eight (8) specifically tailored training modules, and offering mentorship to the trainees by:

Ensuring effective learning transfer of the knowledge and experienced gained during the modules and providing advice on how to deliver hybrid learning programmes effectively;
Guiding the selected programme participants, and assisting them to utilize the full training cycle, from assessing learning needs to developing, delivering and evaluating hybrid training courses;
Providing guidance in the areas of: course design, delivery of interactive face-to-face and online modules for the training programme suited to their individual field of operations, use of a variety of training methods, including but not limited to presenting interactively; delivering and debriefing practical exercises; using creative brainstorming techniques; moderating discussions, and coordinating group activities;
Developing the participants‘ knowledge and relevant skills on how to effectively integrate online learning modules into training programmes, interactive webinars, videos, or online assignments.

2. In the 2nd phase of the project, the International Consultant will be responsible for guiding the alumni participants (e-trainers) in designing and delivering twelve (12) specifically tailored course modules supervised and mentored by a subject-matter expert (SME) in the areas of design, development and distribution of their modules; and offering ongoing support during the e-trainer’s course delivery:

Throughout the project, providing advice to the Co-ordination Board on the implementation of the individual modules and presenting the results achieved in the planned events; regularly providing the Co-ordination board with anonymized reports on the learning progress of the participants;
Reporting on the learning progress achieved by the participants at the final conference, and providing advice on their future professional development;
Compiling a detailed final report and providing guidance on the implementation of the planned evaluation.

All training activities will be conducted in a classroom setting, at the MoIA Training Center. They will be conducted in the English language, with simultaneous translations provided. In addition, all training modules will be designed to enable online delivery, if necessary.

Main activities and time frame:

Task 1 - Participation at Kick-off Event for Programme Participants (September/October 2021) Task 2 - Development and delivery of the 8 one-week Hybrid Training Programme modules (October 2021 to July 2022) Task 3 - Participation at the Hybrid Training Programme Wrap-up Event (August 2022) Task 4 - Mentoring and coaching of participants during the development process of Hybrid Training Programme (2021/2022) Task 5 - Participation at Review Workshops for E-trainers (2022/2023) Task 6 - Online mentoring and coaching of participants during development of the Hybrid Course Programme (2022/2023) Task 7 - Participation at the final round table meeting for E-trainers (Q4-2023) Task 8 - Preparing and submitting a final written report (by December 2023) Task 9 - Participation at the closing conference (Q1-2024)

Deliverables:

The International Consultant - Learning Expert will be expected to: - Develop training agendas and lists of participants for every event; - Provide examination of all evaluations performed; - Produce module-related progress reports; - Provide online trainings recordings; - Provide list of key findings and recommendations for the modules to follow; - Develop training materials; - Provide contributions for all events in written form - Final narrative report with recommendations.

Necessary Qualifications:

University degree in the field of educational or social sciences, law, business administration or equivalent qualification in the field of Human Resources development

Extensive experience in the field of adult education, learning and training, with a minimum of 5 years of experience in applying educational design and evaluation, preferably gained in an international setting

Proven knowledge of the latest educational developments, including online and distance learning

Proven practical work experience in capacity building of law enforcement agencies

Demonstrated experience in digital facilitation, peer teaching and developing hybrid learning concepts

Advanced computer literacy and Expert knowledge of digital applications, learning platforms (Moodle, Blackboard, or similar), social media, and social collaboration platforms

Ability to create engaging visuals for effective transfer of knowledge, with the ability to develop and produce video clips to be used during online modules

Engagement in the process of e-learning courses creation

Professional fluency in written and spoken English, including excellent communication and reporting skills

Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity

Flexibility and ability to work under time pressure to meet tight deadlines

Remuneration Package:

Remuneration shall be based on established OSCE rates, according to the nature of required services (complexity, difficulty, amount of work and the level of expertise required).

Travel required to fulfil the terms of the agreement will be covered by the Mission in accordance with the OSCE travel policy, and subject to the Mission policies related to the security/COVID-19 situation.
