Background:

*This position is currently a P2 and is subject to a P3 upgrade, pending the approval of the OSCE 2021 Unified Budget.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. The Department contributes to the implementation of the OSCE’s counter-terrorism commitments by providing support to the Chairmanship-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.

TNTD/ATU also assists participating States with implementing their relevant commitments in this area, as defined by relevant decisions, and acts on requests from participating States to assist in enhancing their capacities to respond to current and emerging terrorist threats. TNTD/ATU supports the work of relevant UN bodies and enhances co-operation with external partners and other regional organizations in preventing and countering terrorism. TNTD/ATU currently comprises 10 staff members.

The efforts of the Transnational Threats Departments/Action against Terrorism Unit TNTD/ATU) to implement relevant Ministerial Council and Permanent Council decisions on anti-terrorism issues require dedicated attention to ensure proper accountability and management of both unified budget and extra-budgetary resources.

Under the overall supervision of the Head of Unit and the direct supervision of the Deputy Head of Unit, the incumbent is responsible for the development and provision of advice regarding policies and strategies to combat the financing of terrorism and/or other thematic areas of TNTD/ATU. The Programme Officer develops, implement and evaluates programme plans and activities and represents the Unit, as required, in formal and informal meetings and discussions, inside and outside the Organization, on anti-terrorism related issues.

Tasks and Responsibilities:

Under the guidance of the Head of Unit, and the direct supervision of the Deputy Head, the successful candidate will be tasked with the following duties:

Leading, co-ordinating and directing the development, implementation, monitoring and evaluation of projects and activities within her/his programmatic field (s) of responsibility to include: identifying and proposing areas of potential programmatic activities; preparing project proposals, defining implementation modalities, determining forecast expenditures and drawing up project budgets; communicating with potential donors and obtaining funds for approved projects; preparing substantive and financial reports for implemented projects within her/his programmatic field (s) of responsibility; provide support in evaluating the activities of the Unit; identifying problems and issues to be addressed and proposing corrective actions to the Head and or/Deputy Head; dealing with press and public information related issues; monitoring and evaluating projects; monitoring budget implementation of projects being carried out within her/his programmatic field (s) of responsibility, checking financial/payment document and liaising with all relevant parties to ensure timely and accurate payment of expenditures;
Providing support in co-ordinating, facilitating, monitoring and evaluating OSCE counter-terrorism activities, with a view to effectively utilizing resources and avoiding duplication; overseeing the work of expert consultants, temporary and fixed term staff involved in the implementation of projects within her/his programmatic field(s) of responsibility;
Collect and compile, from various sources, information relevant to her/his programmatic field of responsibility and, as assigned, to the work of Unit and selected project; preparing files on potential and approved projects within her/his programmatic field (s) of responsibility;
Providing ad-hoc reports and suggest course of action to the Head of Unit through the Deputy Head of Unit on issues related to TNTD/ATU programmes, projects and activities under consideration or implementation, as well as other fields, as required;
Performs other duties as required.

Necessary Qualifications:

A first-level university degree in humanities, social sciences or a closely related field;
A minimum of six years of relevant professional experience in international affairs; previous experience with OSCE or other international organizations, especially in project management;
Experience in multilateral affairs, project co-ordination and implementation is highly desirable. Practical experience in working for or in co-ordination with the UN system or other international organizations;
Experience in anti-terrorism-related technical assistance programmes and projects is a distinct asset;
Professional fluency in English, both written and oral , knowledge of another official OSCE language is an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to post adjustment, is approximately EUR 6,480 (*for the P3 post). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.
