The Regulation and Prequalification Department (RPQ) works with Member States and partners to improve the access to essential medicines and other health technologies of assured quality, safety and efficacy or effectiveness. RPQ works within the Access to Medicines and Health Products Division (MHP) division departments in the wider framework of Universal Health Coverage and category 4 of the General Programme of Work and cooperates with disease oriented programmes (among others HIV/AIDS, TB, malaria, reproductive health, maternal and child health, immunization, NCDs and mental health) towards the Sustainable Development Goals. The department works with a wide range of UN organizations, international partners and expert networks, and WHO Collaborating Centres.

DESCRIPTION OF DUTIES

Under the general supervision of the PQT Unit Head, the QMS Technical officer shall:

Work to ensure Quality Management System processes are established, implemented monitored and maintained.

Work with the Unit Head and Team Leads to ensure all policies, procedures and work instructions are documented in a clear, simple and concise manner.

Work with the Unit Head and Team Leads to prepare business continuity plan.

Carry out business impact analysis to identify risks of not being able to conduct a key activity. Maintain risk register.

Ensure accurate and timely communication between PQT and internal and external stakeholders.

Investigate complaints relating to the duties of the PQT.

In liaison with Unit Head and Team Leads perform regular formal reviews of the quality management system to ensure its continuing suitability and effectiveness for implementing quality management and for satisfying the needs and expectations of the relevant stakeholders.

In liaison with Unit Head and Team Leads monitor key indicators that relate to the maintenance and effectiveness of each of the key processes and measures its performance.

Train all staff members on the documented policies. Ensure that personnel have received appropriate training and are assessed as competent to perform tasks.

Monitor and keep the audit and risk assessment schedule up to date. Organize/perform internal audits. Identify the need for corrective action and to prescribe action. Assessment of the implementation and effectiveness of corrective action is done through the internal audit process.

In liaison with Unit Head and Team Leads identify non-conforming services and to ensure that identified non-conformances are subject to investigation and corrective action.

Prepare and submit regular reports relating to quality systems, compliance and incidents.

Participate in activities to ensure that staff are aware of customer requirements. cvuMQ84 Dh7qKS

Report to Unit Head, Quality Management Advisor and Director RPQ on the QMS performance and where improvements are needed.

Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential : First level university degree in a scientific, administration, management or business field.

Desirable : Training in Quality Management Systems ISO9001 or any other Quality Management System. Experience with WHO-PQT procedures will be and added advantage.

Experience

Essential : At least five years of experience in working on the Quality Management Systems in a UN organization, International Organization, Health Products Industry or National/Regional Regulatory Authority. Demonstrated exposure at the international level.

Skills

Leadership, attention to detail, communication, time management and teamwork. Sound knowledge and skills in the field of quality system and monitoring of on-going system maintenance and effectiveness of operations related to Prequalification. Concrete skills in quality management.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4307 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
