Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).

Tasks and Responsibilities:

The post of Analysis and Co-ordination Officer is part of TNTD’s Co-ordination Cell, under the direct supervision of the Co-ordinator of Activities to Address Transnational Threats. The incumbent, in close co-operation with the Policy and Co-ordination Officer and the Senior Programme Assistant, will assists the Co-ordinator in leading the work of the Department. More specifically, the successful candidate will be responsible for:

Ensuring co-ordinated programmatic action and coherent information delivered by the Department, leading the research and analytical work to increase knowledge and understanding of TNT-related issues, in order to support policy and operational decisions;
Providing and/or co-ordinating with the TNTD Units analysis on developments and new trends related to transnational threats within or outside the OSCE;
Providing expertise, advice and support to TNTD-wide and cross-Units initiatives and projects, identifying opportunities for increased synergies and new actions on the basis of thorough analysis;
Drafting TNTD policy papers, speeches and other documents as instructed by the Co-ordinator;
Managing and co-ordinating all activities related to collecting, collating and disseminating information on the implementation of all OSCE TNT-related activities, programmes of assistance and associated pertinent issues;
Being responsible for the information and knowledge management of the OSCE online websites and systems with regard to the information related to transnational threats and security (e.g. POLIS);
Performing other related duties as assigned.

Necessary Qualifications:

First-level university degree in international relations, political science, law, social sciences, or related field;
A minimum of six years of relevant, progressively responsible professional experience, including some experience in policy development and co-ordination, at national and international levels;
Experience in research and analysis at national and international level, preferably with experience in academia or think tanks;
Experience in speech writing and in project management;
Professional fluency in English with excellent communication (both oral and written) skills; knowledge of other OSCE official languages is an asset;

Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is approximately EUR 6,480, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
