WFP Armenia Country Office is looking for an HR Officer who will lead the HR team.

Under the overall supervision and guidance of the Country Director (CD), the incumbent will be responsible for daily HR operations and rolling out of HR initiatives. The incumbent will lead the planning and delivery of professional, purposeful, and client-focused HR services.


To support successful implementation and expansion of efforts in WFP’s ‚saving lives and changing lives‘ agenda, the Country Office (CO) is looking for an agile and creative HR counterpart that can reinforce the role of HR as enabling function, identifying future human capital needs and partnering with the Regional Bureau and HQ stakeholders to implement HR solutions in line with the HR corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

Participate in the development of country specific plans and processes and lead the delivery of required HR operational activities in alignment with those plans. Support WFP strategic goals and ensure alignment with wider WFP policies. Stay abreast with wider HR trends.

Lead the planning and implementation of HR initiatives to meet Country Office objectives and as such ensure translation and implementation of the HR Strategy.

Lead the implementation of the newly launched staffing framework: translate the new staffing framework into an action plan and ensure full compliance of the CO with the provisions. Provide guidance to the CD on the correct application of the available contract modalities.

Act as HR business partner for managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly and purposefully applied to support them.

Review HR processes and procedures with the aim of streamlining efficiencies, simplification, digitization where possible, while still remaining fully compliant with the relevant WFP HR Policies and other issuances. Document (Standard Operating Procedures, workflow charts) and communicate the processes as required.

Monitor the accurate and compliant recording of data; coordinate and prepare timely corporate statistics and conduct analysis, identifying trends and potential issues in support of a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

Provide support in building talent within WFP in alignment with future skill requirements. Work with managers to understand their needs and identify solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.

Support staff capability building in view of the current and future strategic goals. Work with managers to understand available and required capabilities and organize and/or develop solutions which address the identified gap. Use benchmarks and best practices from other WFP Country Offices.

Coordinate onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization. czrwdx3 Dh7qKS

Support HR operational activities or projects that are aligned to business needs, following standard processes, and ensuring alignment with wider WFP policies.

Education: Advanced university degree in Human Resource Management, Public or Business Administration or other relevant field, or First University degree with additional years of related work experience or trainings/courses

Experience: Typically, three years or more of postgraduate progressively responsible professional experience in Human Resources with an interest in international humanitarian development. Experience of managing small teams of staff, also with varied areas of expertise.

Knowledge & Skills :

Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes.

Agility, flexibility and innovation mindset to support programme implementation in a high-pace environment

Ability to lead, coach and motivate a team.

Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals.

Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

Ability to build and maintain effective work relationships with human resources counterparts, managers and staff within HQ/regional/country office.

Ability to work independently.

Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision.

Ability to draft clear concise reports or rationale for human resources decisions.

Language: Fluency (level C) in English and Armenian language. W orking knowledge (level B) of Russian language is an asset.

Contract Duration: 1 year (renewable)

Remuneration: A competitive compensation and benefits package is offered. UN Fixed Term Salary is offered on an annual basis starting from 13149 (in thousands of Dram) and allowances
