ISG Portfolio benefits from the interplay between UNDP global strategic priorities and national priorities and consolidates complementary CO initiatives intending to bring further coherence to programmatic work in this area. The emphasis of the ISG Portfolio is on "inclusive growth". The ISG is positioned to address structural economic problems, such as productivity, the middle-income trap, multi-dimensional poverty, energy security, and regional disparities, as well as challenges with both social and economic repercussions, such as urbanization, resource efficiency, health transformation and community-based development. Gender Equality and Women’s empowerment are addressed from an economic perspective (e.g. women entrepreneurship and gender equality in labor force participation), ensuring complementarity but avoiding duplication. Partnerships with the private sector target to build inclusive markets that can advance sustainable development, foster innovation, provide jobs and livelihoods, ensure gender equality, and create businesses that aim at a triple bottom line (profit, environmental responsibility and social value-added).
In this context, since 2005, UNDP CO has been supporting the MoAF in the implementation of rural development projects which are financed through loans provided by IFAD and with contribution from the Turkish Government. Göksu TaÅeli Watershed Development Project (GTWDP) and Uplands Rural Development Project (URDP) are the fourth and fifth projects under the same modality.
The overall objective of GTWDP is to reduce poverty by supporting economic diversification through value chain development and sustainable natural resource management. The Project targets to increase farmers‘ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes include: i) increased sustainability and farm productivity ii) higher product prices for smallholder producers.
The overall objective of the URDP is to enhance the welfare and socio-economic resilience of small farmers in highlands. This objective can be attained by making the use of natural resources sustainably and improving the resilience and economic opportunities of poor people in rural areas based on farms and agribusinesses linked to more profitable economic clusters. The key strategy of the Project includes developing rural production, encouraging the sustainable use of soil and water, and enhancing the adaptation capacity of smallholding farmers to climate change. This strategy depends on two basic complementary outcomes (outputs): (i) Development of critical agribusinesses through better natural resource management and high added value for rural transformation by using an economic clustering approach, (ii) Enhancing access of small farmers to financial services by strengthening special financial resources.
Duties and Responsibilities
Under the supervision of the ISG-PPI Portfolio Manager, the Projects Coordinator provides leadership to the development and management of the projects focusing on local and regional development including rural development. The Projects Coordinator is responsible for timely and qualitative planning and implementation of the assigned projects, management of partnerships, and supervision of project personnel assigned in these projects. The Projects Coordinator contributes to the cultivation of new partnerships and plays an active role in resources mobilization. S/he provides critical and technically state-of-the-art inputs to portfolio-level strategies and results and contributes to advocacy and knowledge activities.
The Projects Coordinator works in close co-operation with the ISG Portfolio Administrator to ensure timely planning and efficient and effective delivery of projects. S/he works closely with other Portfolio Managers and/or Projects Coordinators/Cluster Leads to seek and ensure synergies as well as portfolio and programme-level results and development effectiveness. The Project Coordinator is expected to assume the following tasks:
1. Assigned Initiatives and Projects Managed Effectively, Responding to the National Priorities and Needs (60%)
Analysis economic, social, and environmental context thoroughly and regularly to identify emerging development challenges and issues.
Proactively contributes to the Portfolio Strategy, about the Country Programme, responding to the national priorities and local needs, and changes in the operating environment designs and formulates new projects.
Be responsible for the timely initiation and implementation of projects in the cluster. Develops Annual Work Plans, organizes work of project implementation teams, monitors and reports progress and assures the quality of results achieved.
Performs project manager role in ATLAS for the assigned projects, supervises and manages the performance of staff and consultants within the projects. Participates in the design of job requirements and selection processes of project personnel.
Works closely with the portfolio administrator to ensure adherence to UNDP´s rules and processes in project implementation.
Ensures technical (substance) quality of project outputs.
Ensures exploration and implementation of inter-project synergies through identification of complementarities, coordination of implementation and management of results.
Under the supervision of the Portfolio Manager, presents the projects to LPAC and coordinates Project Board meetings.
Prepares regular project reporting.

2. Assigned Projects-Level Partnerships for Implementation and Funding Cultivated and Strategy Formulation Supported (20%)
Designs and develops projects and initiatives to address development challenges.
Establish working relations with the relevant stakeholders and project partners under the overall guidance of the portfolio managers.
Contributes to enhancement of CO’s networks and partnerships.
Contributes to development and implementation of portfolio- based RM strategies and develops RM initiatives in consultation with the Portfolio Manager.
Contributes to development and implementation of portfolio-level and/or CO-wide advocacy strategies and initiatives.
3. Assigned Projects-Level Knowledge Products Developed Based on CO Strategies and Lessons Learnt (10%)
Produces and facilitates production of cluster-based knowledge products.
Contributes to the CO’s wider strategy and efforts.
Distils lessons learned from projects and initiatives and con- tributes production of new initiatives and policy tools etc.
4. Results at Portfolio (Sub-Programme) Level Supported (10%)
Contributes to achievement and progress towards achievement of portfolio-level development outcomes.

Contributes to development of inter-portfolio synergies, where possible by designing projects and initiatives that cut across different portfolios.
Contributes to CO-wide M&E practices including but not limited to ROAR.
The Projects Coordinator is responsible for implementing project activities promptly according to the project plans, relevant project documents/mission reports and UNDP´s programme procedures and delivering high-quality outputs in a variety of project implementation processes.
The Projects Coordinator works in close collaboration with the MoAF Survey and Projects Department (SPD) of General Directorate of Agricultural Reform, and ISG Portfolio Team to ensure smooth and timely management of inputs as well as other Project staff and Portfolio Manager to coordinate activities and seek synergies. The Projects Coordinator reports to the ISG-PPI Portfolio Manager.

Required Skills and Experience
Master’s degree in social sciences, administrative sciences, engineering or in any relevant field.
Bachelor`s degree in a related field with additional 2 years of relevant professional experience can be taken into consideration in lieu of Master`s degree.
5 years (with Master’s degree) of experience in management and/or coordination of large-scale programmes, projects and/or initiatives in the private sector, public sector and/or international organizations in a matrix-management environment;
7 years (with Bachelor’s degree) of experience in management and/or coordination of large-scale programmes, projects and/or initiatives in the private sector, public sector and/or international organizations in a matrix-management environment;
Demonstrated technical experience in the field of local economic development and/or rural development and/or regional development;
Experience in financial and technical reporting in international projects;
Excellent command of relevant software applications (word processors, spreadsheets).
Fluency in English and Turkish languages.
Desired Skill and Experience
Project Cycle Management (PCM) certificate or Risk management certificate or Procurement Official Certificate.
