Mission and objectives

The Logistics Associate performs skilled work on UNICEF supply chains and manages the country office’s logistics operations including cases and client requests which frequently require the evaluation of difficult situations and adaptation of procedures and processes to resolve such cases. The function is independent and requires the Associate to lead and carry out responsibility for all logistics matters from shipping to receipt by partner and to provide input into the design and development of improved logistics/supply chain services and delivery mechanisms.

Task description

Within the delegated authority and under the supervision of the Logistics Specialist or his/her designated mandated representative(s), the UN Volunteer Logistics Associate will: In-country logistics:

Support supply emergency preparedness and response activities including establishment of Long-Term Arrangements (LTAs), Logistics Capacity Assessment and Contingency Plan update, and pre-positioning of stock.

Provide logistics input to the supply plan, including advising on infrastructure constraints (e.g. customs clearance, port capacity, transport options and warehousing capacity) and different delivery mechanisms. Advise on budget requirements for various delivery modalities and ensure establishment of budget with clients. ·

Liaise with supply colleagues as well as clients and using supply dashboards to ensure pipeline monitoring and establishment of appropriate logistics capacity. Monitor progress of offshore and/or regional procurement and take action to ensure timely customs clearance of supplies entering the country. Perform research, collect data and conduct analysis, produce reports and ensure information accuracy in corporate systems to enable informed decision-making.

Provide specialized support in the area of logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of programme supplies. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.

Identify needs for contracting of logistics third party services (e.g. customs clearance, warehousing, transport, distribution) and manage contracting of such service providers including establishment of KPIs and performance monitoring mechanisms.

Manage documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), and take appropriate actions to resolve operational issues, escalating complex issues to the supervisor. Warehousing, inventory management and distribution:

Liaise with third party provide warehousing space and services. Assess warehousing capacity including facilities, conditions of equipment, manpower, and processes and propose corrective actions to supervisor. Assess new warehouse facilities when required. If necessary, implement and organize new warehouse facilities which may include installation and assembly of temporary warehouse structures (e.g. Wiik-Halls/Rub Halls).

Ensure third party warehouse is using appropriate warehousing and inventory management processes. Ensure accurate and complete accounting, reporting and internal control systems are in place, and relevant records are properly maintained.

Monitor the expiry date for perishable items to ensure that goods are used before end of shelf life.

Work with third party to assess availability of space and ensure space optimization and appropriate storage according to manufacturer requirements.

Prepare stock reports and highlight key performance indicators to relevant parties in the Country Office for follow up and action including items at risk of expiry, ageing inventory, inventory against expiring grants, goods in transit etc. Monitor inventory to track trends and account for the inventory status from source to beneficiary.

Carry out regular physical counts of inventory in the warehouse including for mid and end of year reporting.

Prepare documentation for commodity disposal through Property Survey Board committee.

Provide guidance to programme colleagues and other relevant sections on distribution planning and coordinate with the warehouse, programme, partners and other concerned authorities/parties on delivery schedules.

Ensure consignments are received, dispatched and receipted by partners, and documented appropriately on the UNICEF system (Vision). Other duties and responsibilities:

Support assessment of implementing partners‘ logistics capacity and collaborate with implementing partners including civil society, for establishment of Programme Cooperation Agreements (PCAs), Programme Documents (PDs), and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT). ·

Participate in working groups/events/meetings that build partnerships and collaborative relations with UN organizations to support harmonized and collaborative logistics arrangements such as the Logistics cluster.

Support the office in the development and maintenance of the Supply and Logistics Strategy including contingency planning.

Other duties as assigned in relation to supplies and logistics.

Candidate must be a national or legal resident of the country of assignment.


Required experience

6 years of experience in in logistics and end to end supply chain management is required. Understanding of development and humanitarian work is an advantage.

Thorough knowledge of a range of specialized topics, including relevant logistics/supply chain policies, partnership mechanisms, rules and regulations and processes and an ability to consistently apply these. c4Ipf3H Dh7qKS

High level of proficiency or skill is required in the interpretation and application of specialized rules and regulations to the particular circumstances of complex individual cases.

Experience using MS Word, Excel, PowerPoint and other UNICEF office tools. Experience in SAP or another ERP system would be an added advantage.

Good judgement in order to handle complex cases including considerations for exceptions.

Ability to develop and maintain effective working relationships with clients, suppliers and colleagues and gain the assistance and cooperation of others in a team endeavor.

Ability to establish priorities and plan own work and plan, coordinate and monitor the work of those under his/her supervision.

Ability to draft clear and concise reports or rationale for supply and logistics related decisions on key issues.
