UNDP through Peace and Justice cluster of Democratic, Governance & Poverty Reduction Unit (DGPRU) is implementing two justice projects: Strengthening access to justice using systems-based and behavioural change approaches funded by global programme for Rule of Law, starting November 2021 for one year. Ministry of Women empowerment and Child Protection welcomed this project and agreed to work together. Also, the GBV Project "Strengthening Capacity the GBV Service Providers and Improving Access to the Hospital-based Integrated Service Center for GBV Victim" that has been conducted since 1 Mar 2021 until 31 Dec 2022, which will focus on M&E development, capacity building and Centre of Excellence establishment. Funded by UNDP Seoul Policy Center, it is implemented together with the Jakarta Provincial Government, Tarakan Hospital, Local Women and Child Protection Unit (P2TP2A), Police and Local Hospitals.

Duties and Responsibilities

The Project Associate for Justice Projects will work closely with the two designated projects under the guidance from the respective Project Managers/ Coordinators and supervised by the DGPRU Budget Management Associate who will monitor and review the results of the designated tasks. The Project Associate for Justice Projects is expected to be in regular contact with the Budget Management Associate as well as to update and to report on his/her progress.

The scope of work: Support the project team to ensure effective project planning, budgeting and implementation focusing on achievement of the following results:

Coordination of project planning and preparation work for, typically, a large and highly complex component of the project initiatives;
Analysis, researches, summary and presentation of basic information/data on specific project and related topics;
Preparation for project documents and submission to relevant parties for approval by relevant parties;
Provide effective supervisory role to assistant / clerical level in implementation of project standard operating procedures in line with the government and UNDP’s regulations.

Support to the effective reporting on progress of project implementation:

Prepare of budget revisions, provide support to the preparation of annual work plans as well as project meetings, audit, operational and financial closure of a project;
Support the preparation of annual reports, in line with the monitoring and reporting guidelines and present it to the project team in timely manner;
Monitor project activities, drafts related status reports, identify shortfalls in delivery, budget overruns, etc., and brings to the attention of management;
Provide administrative support for preparation of high quality and results oriented progress reports.

Provide administrative support to the Project Management Unit focusing on achievement of the following results:

Provision of guidance to implementing partner and serves as focal point for coordination, monitoring and expedition of project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests;
Preparation of standard terms of reference against project objectives, obtained necessary clearances, process and follow-up on administrative actions and provision of solutions to the issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.;
As focal point for responding to the complex information requests and inquiries; review and establishment of filling management system; organization of meetings, workshops; monitoring of implementation of various routine administrative tasks.;
Preparation of draft correspondence on complex budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.;
Supervision of project support assistant, clerical level.

Support knowledge building and knowledge sharing focusing on achievement of the following results:

Organization of trainings for the operations/ projects staff;
Synthesis of lessons learned and best practices in project management support function;
Contributions to knowledge networks and communities of practice;
Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience

Education:

High school would be minimum requirement.

Bachelor Degree in Management or relevant fields would be preferable.

Experience:

Minimum 6 years of relevant experience for candidate with High school and minimum of 3 years of experience for candidate with Bachelor Degree.

Relevant experience in administrative, financial, procurement, asset management and project activities would be necessary.

Experience in project planning and budgeting.

Good inter-personal and team-building skills.

Familiar with Government and UN/UNDP procedures would be desirable.

Up-to-date computer skills required, knowledge of spreadsheet and database packages.

Experience in project implementation using Government and International Organization rules and regulation.

Experience in collecting, analyzing, and summarizing administration report.

Previous experience working in the area of prevention gender based violence, child protection or relevant areas would be highly desirable.

Experience in preparing material and assisting the administrative activities.

Excellent oral communication skills and conflict resolution competency to mediate inter-group dynamics and mediate conflict of interest.

Ability to work in a team.

Strong analytical skills.

Language Requirement:

Fluency in English and Bahasa Indonesia in both writing and speaking.

Travel:

Travel will be arranged by Hiring Unit which refers to UNDP rules and regulations if the Project Associate for Justice Projects is requested to travel outside Jakarta and there may be unforeseen travel that will come up during the execution of the contract which will be agreed on ad-hoc basis.
