The National Transport Logistic Services (NTLS) was developed to help fulfill the Kingdom of Saudi Arabia (KSA) Vision 2030 by identifying the challenges faced by government entities and establishing targets and initiatives to overcome those challenges and the Project is participating in achieving the NTS, set targets, and KSA Vision 2030 strategic objectives which will lead to achieving the United Nations Sustainable Development Goals especially:
Goal (8) ‚‘Decent Work and Economic Growth‘;
Goal (9) ‚‘
Industry, Innovation and Infrastructure‘, Goal (11) Sustainable Cities and Communities‘; and
Climate Action‘ where these two goals are critical drivers in implementing the NTLS and the KSA Vision 2030. Therefore, the tasks related to both the KSA Vision 2030, and the NTLS initiatives require a high level of coordination among Ministry of Transport & Logistic Services (MOTLS) departments and with other government agencies and demand additional specialized knowledge to support the Strategic Planning Department and other concerned MOTLS entities. MOTLS needs international strategic partnerships with certain countries to enhance the NTLS as part of its implementation launched, which will change many of the features in transportation and logistics within the KSA. The NTLS has set very ambitious targets for the sector to transform the KSA into a global hub for transport and logistics.
It also includes establishing the role of the MOTLS as a mentor to the sector during the coordination and guidance of the implementers of the strategy, whether it is in the transport sector such as (General Authority Civil Aviation, Transport General Authority, etc...) or out of the transport sector such as The Saudi Customs.
The General Directorate of Cooperation and Agreements seeks to activate its role in implementing the National Transport and Logistics Strategy by playing a proactive role in supporting the transport and logistics system to reach its targets by providing studies and services related to international cooperation between the transport and logistics sector among the States that would contribute to reaching the strategic targets.
Duties and Responsibilities
The International Relationship Specialist shall:
Develop criteria for classifying priority and important countries for the transport and logistics sector, Identifying priority states and an analysis of the current situation of the transport and logistics sector in these countries (including decision-making mechanisms in these countries, the volume of investment in these sectors, the volume of trade and the impact of the transport and logistics sector on it, the indicators of these countries globally compared to the Kingdom);
Identify focus areas to build the relationship with these countries (while linking their impact on the empowerment of the national strategy).
Develop a strategy for cooperation with these countries (including targets, performance indicators);
Develop a clearly defined roadmap (including targeted projects and initiatives, cooperation mechanisms, memorandums of understanding, agreements;
Highlight the analysis of the most prominent companies and institutions in the private sector for each country that will support the national transport and logistics strategy, etc.);
Building a database for each priority country that includes statistics, figures, economic indicators, and a greater focus on transport and logistics.
Institutional Arrangement The incumbent report reports to the UNDP Chief Technical who reports to the DRR.
Required skills and competencies
Proficiency in developing strategies in international cooperation.
Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial regulation, practices, policies, procedures, and work practices.
Desired additional skills and competencies
5 years‘ experiences in the transport sector a plus.
Ability to prepare report and interpret large sets of data
Cultural understanding of the transport sector within KSA.
Ability to work harmoniously with people of different cultural backgrounds.
Excellent in Microsoft Office.
Proven experience in international relations field generally, including in transport sector a plus.
Thorough knowledge of international relationships generally and field procedures relating to the transport sector is a plus.
Required Language(s) (at working level)
Excellent written, verbal, and interpersonal communication skills in English and Arabic language.

Min. Academic Education
Masters Degree in Transport Operations and logistics, International Logistics, Business Administration, Politics, International Law, or Economics. Bachelor’s Degree with additional two years of relevant experience can be accepted in lieu of Master’s Degree
Min. years of relevant Work experience
5 years of experience with Masters Degree or 7 years of Experience with Bachelors Degree in International Relationship Specialist on governmental and/or multinational organizations
