Organizational Setting

FAO’s Human Resources Division (CSH) provides human resources (HR) strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and on positioning HR as a strategic partner and a streamlined function. The Human Resources Division is composed of two main clusters, (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development/training, performance management and social security, and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.
The Job Classification Expert will manage the 2022 job classification exercise (i.e. job growth) of the GS category. S/he is the first and primary adviser to clients in all locations (HQs and Decentralized Offices) ensuring consistent policy compliance and quality assurance.
Reporting Lines
The Job Classification Expert reports to the Human Resources Officer (Job classification) in CSHR under the overall guidance of the Director, CSH. As needed, the Job Classification Expert works in close collaboration with other HR Officers and support staff in the Recruitment Branch (CSHR) as well as in the Human Resources Corporate Branch (CSHC). S/he also interacts with Programme Officers (Stream Focal Points) as required.

Tasks and responsibilities
conduct preliminary organizational studies, structure’s and generic job profiles‘ reviews
advise and guide Senior Managers and staff on job classification procedures and preparation of job growth’s proposals
quality check the completion and accuracy of submissions, including position management data and budget allocations and communicate with Senior Managers, as required and delegated
administer the efficient processing of job growth submissions
review job growth proposals, organize and conduct desk audits including interviews with staff and supervisors
classify jobs by using the ICSC job evaluation on-line system and produce Post Rating Summaries
prepare analysis and recommendation (i.e. job evaluation reports) for final approval
review existing GS generic job profiles and make recommendation on new functional trends as results of the job growth exercise
make recommendations on structural and staffing changes across the Organization, when appropriate
prepare relevant communication to Senior Management on the outcome of the job growth exercise
monitor the delivery of work assigned within agreed parameters and key performance indicators (KPIs) and outline any challenges affecting the delivers of the results
generate real-time reporting and maintain data on classification results
perform other related duties

Minimum Requirements
Advanced university degree in in Human Resources Management, Business Administration, Organizational Development, or related disciplines
Seven years of relevant experience in human resources management in the United Nations Common system including organizational design and job classification services utilizing the ICSC New Master Standards (NMS) including experience in the use of the ICSC job evaluation on-line system (i.e. Spectra)
Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (either French or Spanish).

In-depth knowledge of the ICSC job evaluation Master Standards and Common Classification of Occupational Groups (CCOG) principles
Sound theoretical understanding of HR concepts and principles relating to organizational design and job evaluation
Demonstrated ability to prepare clear and concise job analysis reports and recommendations in English
Knowledge and experience in MS Office packages (MS Word, Excel etc.)
