Job Description

The UNDP office in Skopje currently employs a team of 71 and manages a portfolio of projects in environment and energy, democratic governance and inclusive prosperity worth USD 17.5 million (in 2021).

To support effective implementation of the phase two of the "Empowering Municipal Councils" project, UNDP is currently seeking an experienced Associate Researcher.

The project Empowering municipal councils - Phase 1 (EMC1) that started in January 2016, aimed to empower municipal councils to become more effective and autonomous bodies by properly fulfilling their constitutionally assigned roles of legislation, oversight and representation. The first phase resulted with the achievement of all set targets exceeding most of them . The achieved project results were recognized by independent national and international initiatives as well.

Building upon the experiences and best practices from the EMC1, the "Empowering Municipal Councils - Phase 2" project (EMC2), aims to address the remaining priority challenges by: strengthening capacities of the municipal council and enhance citizens participation at the local decision-making processes, modifying and adjusting the outputs and activities from the Phase 1 to the new circumstances, expanding the scope of the project to another 40 municipalities and ensuring sustainability of the results of both phases through policy and institutional arrangements, for which the prior support has been secured.

The Project will contribute to further strengthen local self-governments through empowered municipal councils capable of effectively fulfilling their assigned roles of representation, oversight, and enacting municipal legislation with active citizen involvement. In turn, these efforts coupled with adequate policy and legislative improvements, digitalization of services, enhanced transparency, and reduced opportunities for corruption will improve the local governance system and overall living conditions in the local communities.

Duties and Responsibilities

The incumbent’s duties are outlined below and should be fulfilled in line with the prevailing UNDP rules and procedures as well as with due compliance with the UNDP internal control framework.

1. Perform planning and conduction of researches and analyses related to the implementation of the planned project activities; 2. Ensure efficient implementation of the IT and digitalization related project activities including effective functioning of the e-tools developed within the project; 3. Contribute to overall planning, implementation and reporting related to the EMC2 project; 4. Liaise with project related partners and beneficiaries and provide high quality advisory services; 5. Facilitate knowledge sharing within the Project; 6. Ensure effective mainstreaming of gender equality.

Perform planning and conduction of researches and analyses related to the implementation of the planned activities within the "Empowering Municipal Councils - phase 2" project.

Undertake data collection on issues and topics relevant to the projects within the Governance Unit through desk review and field work;
Based on the data collection, prepare briefs, analytical documents and other contributions to project reports and products;
Support the development and preparation of result - oriented work plans, annual work-plans (AWPs) and other projects management tools with substantive inputs and evidence-based analysis;
Establish an effective data keeping system that would enable the projects to have a timely and accurate information on relevant issues;
Prepare timely and accurate analytical data and information on other donor projects and activities that are relevant/complementary to the project.

Ensure efficient implementation of the IT and digitalization related project activities including effective functioning of the e-tools developed within the "Empowering Municipal Councils - phase 2" project.

Provide content management and administration of the Project website;
Provide data analysis of municipal financial reports, content management and administration of the e-dashboard web site;
Provide content management (interactive courses, training materials, relevant documents, forum for discussion and networking, opinion polls) of the e-knowledge platform intended for municipal councils and municipal administration;
Ensure design, implementation and regular monitoring of the digital (ICT) solutions in the beneficiary municipalities;
Maintain regular coordination and communication with municipalities and Project partners to ensure that e-tools are regularly updated with latest data and information.

Any other related duty as assigned by the supervisor.

Contribute to overall planning, implementation and reporting related to the EMC2 project.

Provide support to local and international consultants engaged in the frame of the project including designing, arranging and coordinating mission agenda and meetings, including compilation of briefing and presentation materials, ground information and other relevant documentation;
Prepare relevant background materials for use in discussions, correspondence and briefing sessions;
Review/clear reports from counterparts and consultants, as needed;
Provide translation and act as an interpreter and take meeting minutes as and if required;
Support the assigned projects and other team members with inputs for preparation of RFPs, TORs and participate in the related administrative processes;
Provide support for designing and delivering of conferences, workshops and retreats.

Monitor projects activities as needed and as they relate to specific outputs/deliverables by reviewing a variety of records, project inputs;
Assist the project to ensure smooth information sharing within the DG unit and UNDP, relevant authorities, Project Board and other.

Liaise with project related partners and beneficiaries and provide high quality advisory services.

Establish, maintain, and strengthen effective relationships with key project counterparts, partners and beneficiaries;
Provide high quality advisory services in area of expertise to key project counterparts, partners and beneficiaries;
Liaise with project counterparts, partners and beneficiaries to ensure accurate and timely implementation of the project activities and reporting on progress.

Facilitate knowledge sharing within the Project/Unit.

Participate in knowledge building and sharing within the project and the Democratic Governance Unit

Participate in the trainings for the project staff on relevant procedures;
Share analytical information and data with other projects staff on regular basis;
Contribute to the Unit’s knowledge management and learning agenda.

Provide support to the implementation of the internal standard operating procedures (POPPs) in the project.

Provide recommendations on ways to improve the knowledge and data management system;
Take important role in transfer of project knowledge among the project partners and stakeholders.

Perform any other duties related to the project as required.

Ensure effective mainstreaming of gender equality.

Ensure that all the data, when collecting and compiling inputs relating to the Project, are gender disaggregated to the extent possible;
Support the reporting on gender mainstreaming as part of the corporate documents.

Support the Project Management in mainstreaming gender equality;
Support preparation of gender equality background materials for use in discussion, correspondence and briefing sessions;

Required Skills and Experience


Secondary education.

Bachelor’s degree in Political Science, Economics, Law, or related discipline would be desired.


7 years of proven experience related to Democratic governance and local self-government

Alternatively, if in possession of Bachelor’s degree, four (4) years of relevant experience related to Democratic governance and local self-government would be required.

Desired Skills and experience:

Experience in quantitative and qualitative research, conducting field and telephone surveys, moderating focus groups and conducting interviews will be considered as asset;
Experience in computer-based statistical programme and applications for data entry, data processing and data analysis (SPSS, STATA, etc.) will be considered as asset;
Experience in working with central and local government institutions;
Excellent computer literacy (MS Office; Windows XP, Internet).


Excellent written and oral communication and presentation skills are required in both Macedonian and English languages.

Knowledge of Albanian language or other languages used in the country is an asset.

Institutional Arrangement

The Associate Researcher will report to the Programme Analyst / Programme Manager within the UNDP Democratic Governance unit. The Associate Researcher will be located in Skopje with periodical site visits to the partner municipalities throughout the country.
