Job Description

The European Union Support to Agriculture Competitiveness and Rural Development in Bosnia and Herzegovina (EU4Agri) is a 4-year project (2020-2023) primarily funded by the European Union (EU) under the Instrument for Pre-Accession Assistance (IPA). Worth EUR 20 million, the project is implemented jointly by United Nations Development Programme (UNDP) and Czech Development Agency (CzDA).

In line with the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) - Framework Document, the project objective is to increase the competitiveness of agricultural production and rural jobs and services. In this context, the project will focus on raising investments in the agri-food sector and increasing the knowledge and skill levels of agricultural producers and other participants in the value chain through the expanded provision of advisory services, as well as on improving economic opportunities in rural areas. The project will also enhance the policy environment through a coherent and complementary set of activities, including strengthening of institutional capacities and services, as well as improvements in policy and regulatory frameworks.

Accordingly, the project expected results are as follows:

Higher levels of production of safe and quality food based on introduced innovative practices, while preserving the natural resources and the countryside, are sustained; and

Policy actions are implemented in EU aligned manner, based on sector services and systems improved.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Monitoring and Information Management Analyst will perform the following main functions, with due respect to the UNDP rules and regulations and the UNDP internal control framework: Design and implementation of the project monitoring framework:

Provides technical assistance in the design of a comprehensive monitoring framework for the project in line with the UNDP Monitoring Policy and standards, ensuring it is innovative, simple, gender-sensitive, systemic and capable to generate regular information on project progress;
Coordinates preparation, regular population, processing and analysis of relevant data against the project indicators, including development of monitoring and verification procedures, data collection approaches, tools/templates and frequency, etc.;
Monitors project activities to track progress towards achieving the project results;
Maintains the risk and issue log for the project, suggesting mitigation measures as well as strategies to improve the project efficiency and effectiveness;
Participates in and contributes to annual project planning, reviews and reporting.

Project information management, analysis and reporting:

Designs the information management system for the project to ensure all relevant data is collected, maintained, analyzed and disseminated;
Together with other team members, ensures regular collection/generation of project-related data;
Keeps records of the project’s target groups and beneficiaries;
Collects relevant inputs, analyze relevant information and statistics for reporting purposes;
Analyses macro-economic data in the country and disseminates the findings to the relevant programme audience;
Facilitates regular project reporting;
Supports exchange of information with governments, civil society organizations, and other relevant stakeholders;
Supports the Project Manager in ensuring dialogue / coordination with other projects/donors active in the sector, in close consultation with the stakeholders.

Facilitation of knowledge management and knowledge sharing:

Identifies and captures lessons learned stemming from project implementation and monitoring;
Captures relevant project knowledge products (e.g. data, studies, analyses, etc.) and ensures their dissemination together with the Project Manager and Communications Associate;
Works closely with the project team to enhance their capacities for data collection, processing and reporting;
Supports the Project Manager and Communications Associate in formulating and communicating with the broader public tangible and measurable results of the project.

Support in mainstreaming gender equality:

Ensures gender mainstreaming throughout the project activities, workplans, budgets, reports, research, analyses and, where specifically relevant, analyze it in detail;
Ensures that all the data, when collecting and compiling inputs related to the project, are gender and age disaggregated and evaluated from the gender point of view.

Required Skills and Experience


Master’s degree in economics, agronomy or other relevant field.

Bachelor’s degree in a related field with two years of experience can be taken into consideration in lieu of Master’s degree.


2 years (with Bachelor’s degree) of relevant experience in the field of project monitoring;
Experience in monitoring of EU-funded projects would be an asset;
Experience in data collection and management would be an asset;
Experience in preparation of complex reports would be an asset.


Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.


Excellent writing and oral communication skills in English and the official languages in Bosnia and Herzegovina.

Desired skills in addition to the competencies covered in the Competencies section

Knowledge of agri-food sector and rural development needs and processes in the country is a distinct asset.

Familiarity with key public documents, strategies and trends related to the overall development agenda of Bosnia and Herzegovina
