Organizational Setting FAO’s Human Resources Division (CSH) provides human resources (HR) strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and on positioning HR as a strategic partner and a streamlined function. The Human Resources Division is composed of two main clusters, (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development/training, performance management and social security, and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight. The position is located in the HR Strategy and Policy Branch of the Human Resources Division at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Policy) reports to the Chief, Human Resources Strategy and Policy Branch.

Technical Focus Provide guidance and advice on HR policy and procedures.

Key Results Comprehensive HR expertise for the planning and delivery of multi-disciplinary HR programmes, products and services and development of related policies and specialized tools and systems.

Key Functions

Leads projects and/or work teams, leads and/or participates in Divisional teams, provides secretariat services and/or professional HR expertise on Organization-wide HR committees and working groups and represents FAO at inter-agency meetings;
Plans and delivers HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce;
Analyses HR requirements, information, data, statistics, relativities, trends, problems, and/or issues to support service delivery, new HR initiatives, and the preparation of plans, strategies, reports, policies and/or other products;
Provides specialist HR advice and expertise to designated business partners on specific or complex cases, staff requirements, policy interpretation issues, labor relations issues and/or best practices, etc.;
Manages special projects and provides guidance to consultants for the development and implementation of new HR products, tools, and systems;
Develops information, training materials and products to increase understanding of HR programmes, services and policies, promote capacity development and facilitate the introduction of changes across the Organization;
Provides information and assistance to management and staff to resolve problems and/or reach agreement on complex issues;
Develops relevant performance criteria and indicators to evaluate HR programmes, products and services.

Specific Functions

Provides guidance and advice on a wide range of complex policy matters including on the interpretation and application of FAO’s Staff Regulations and Rules, and the Personnel Chapter of the FAO Administrative Manual, as well as polices;
Conducts extensive research and analysis of human resources policies, including liaising at the inter-agency level, for innovative and modern proposals for new HR policies/revisions to existing policies that represent best practice;
Drafts and circulates policy papers and proposals on modifications to Staff Regulations and Rules, the FAO Administrative Manual and existing policies with a view to streamlining, simplifying and removing outdated/obsolete rules/issuances and ensuring that the HR policy framework is up-to-date and meets the needs of the Organization. Based on consultations with stakeholders, finalizes submissions to management for approval;
Prepares briefs and reports on human resources matters as required, including submissions to FAO governing bodies, the International Civil Service Commission (ICSC), the UN System Chief Executives Board for Coordination (CEB), the High-Level Committee on Management (HLCM), etc.;
Coordinates responses to inquiries from international organizations, including the ICSC, the HR Network (HRN), and the HR Network Standing Committee on Field Duty Stations (The Field Group), regarding FAO rules and practices;
Reviews and analyses documentation for inter-agency meetings, and prepares FAO’s position on items under consideration;
Represents FAO, where appropriate, in inter-agency meetings, committees and working groups and serves on various internal committees, ad hoc working groups, and task forces as required;
Performs other related duties as required.


Minimum Requirements

Advanced university degree in human resources, management, business administration, public administration, law, organizational development, industrial psychology or a related field.

Seven years of relevant experience in human resources management and administration, including experience in policy development and application, of which some years should be in an international setting.

Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Work experience in more than one location or area of work.

Extent and relevance of experience in development and implementation of human resources policies, procedures and guidelines.

Demonstrated ability to draft complex and detailed policy documents and clear concise reports or rationale for human resources decision, tailored to different audiences. .

Relevant experience within the UN system would be highly desirable.

Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes. Knowledge and understanding of the legal processes of the UN common system (including the tribunals) and/or International organizations would be an asset.

Good knowledge of the conditions of service for International civil servants as regulated by the ICSC is highly desirable.

Familiarity with automated human resources management systems.

Extension of fixed term appointments is based on certification of performance and availability of funds
