Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

Main Purpose

Reporting to the Team Leader of the Safeguards Staff Training Team, the Safeguards Training Officer (Containment and Surveillance) works as part of a team to deliver technical and non-technical training to Safeguards staff, mainly to Safeguards inspectors in the area of containment and surveillance (C/S) equipment, procedures and techniques.

Role

The Safeguards Training Officer (Containment and Surveillance) is: 1) a trainer who plans, facilitates, delivers and evaluates specialized Safeguards training particularly in the area of containment and surveillance (C/S) equipment, procedures and techniques; 2) an expert and technical adviser to Safeguards staff on the use of equipment and techniques, particularly in the area of C/S; and 3) a practitioner in the application of the Systematic Approach to Training.

Analyze training needs of Safeguards staff;
Design, develop and maintain high-quality training materials;
Plan, organize and facilitate specialized Safeguards training, particularly in the area of containment and surveillance (C/S) equipment, procedures and techniques;
Deliver engaging, technically-credible training;
Evaluate training effectiveness and include lessons learned in updating future materials;
Maintain expert-level knowledge of C/S equipment and techniques, staying abreast of developments and innovations in this area;
Advise Safeguards staff and inspectors in technical matters related to the implementation of safeguards, particularly in the use of C/S equipment and techniques;
Complete technical assessments and evaluation of C/S equipment;
Oversee the operation of the containment and surveillance training laboratory; and

Work in partnership with the training team, training customers and training stakeholders, in particular with the Safeguards Division of Technical and Scientific Services.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

Master’s Degree

Advanced University Degree in Science, Physics, Chemistry, Engineering or Information Analysis or International Relations with specialization in nuclear technology.

Bachelor’s Degree

First university degree in Science, Physics, Chemistry, Engineering or Information Analysis or International Relations with specialization in nuclear technology plus 3 years of relevant experience may be considered in lieu of the Advanced Degree.

At least seven years of combined experience in the nuclear field, nuclear fuel cycle, international safeguards including development and use of equipment, or other related field.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31753*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks‘ annual vacation, home leave, pension plan and health insurance
