The UN Human Rights Regional Office for Europe is one of the 90+ field presences of the Office of the UN High Commissioner for Human Rights (OHCHR). Its primary function is to advance the protection and promotion of human rights in the European Union; in addition, it works for the integration of a human rights approach in EU external action, migration policies and development cooperation, seizing the impetus created by the Sustainable Development Agenda. The office further fulfils a good offices role between the UN Human Rights Office globally and UN mechanisms on the one hand and EU institutions on the other.

Duties and Responsibilities

Under the overall supervision of the OHCHR Regional Representative for Europe and the direct supervision of the Deputy Regional Representative, and in coordination with relevant colleagues in Geneva and counterparts at UNDP Brussels, the incumbent will perform all administrative and programmatic support activities necessary for the planning and implementation of the activities of the OHCHR Regional Office for Europe. He or she will contribute to fulfilling the OHCHR Brussels team’s overall work-plan displaying flexibility in his or her work and to the practical needs of the team. The Programme & Finance Associate will carry out the following duties:

Assists in the coordination of planning and preparation of OHCHR Regional Office for Europe’s programme and projects; monitors status of programme/project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.

Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget and planning guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; proposes adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.

Assists in the monitoring of programmes/projects implementation, including through updating, tracking and analysing data such as accounting records, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds and initiates requests for financial authorizations for expenditures.

Provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.

Serves as administrative and financial focal point for the expedition of OHCHR Regional Office for Europe activities, in liaison with colleagues and counterparts at OHCHR headquarters and UNDP Brussels to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in conferences and events, authorization of payments, disbursement of funds, procurement of equipment and services, in line with OHCHR rules and procedures.

Prepares, maintains and updates files (electronic and paper) and internal records in respect of budgets, human resources and other information; designs and generates a variety of periodic and ad hoc reports, statistical tables and other background materials/notes to facilitate inspection and other reviews.

Drafts standard and administrative correspondence and communications.

Provides guidance and training to new/junior staff.

Respond to ad hoc requests for support as required.

Required Skills and Experience


High school diploma or equivalent is required.

Training or degree in a field relevant to project management, finance, logistics, administration, accounting or related field is an advantage.


A minimum of 6 years of experience in programme or project administration, technical cooperation or related area is required.

Experience in using database pacakges and web based management systems is desirable.

Experience in the UN common system or similar international organization is desirable.

Experience with the EU environment and organizational set-up is also desirable.


Fluency in written and oral English and French is required.

Knowledge of other languages from the EU region is an advantage.
