Job Description

Over the last several decades, pro-growth policies have translated into higher incomes and reduced poverty levels in many countries in Asia and the Pacific. However, economic development has not come without costs and risks, particularly to the most vulnerable. There is now wider recognition that human rights abuses in business operations and supply chains in Asia are no longer sustainable, and that government and business must bring abuses to an end as a moral, legal, and economic imperative.

In this context, the United Nations Development Programme (UNDP) in Thailand, has been engaging in promoting the implementation of the United Nations Guiding Principles on Business and Human Rights (UNGPs). The UNGPs clarify the duty of states and the responsibility of businesses to uphold international norms and treaties on human rights. The UNGPs rest on three pillars: 1) the State’s duty to protect human rights; 2) the corporate responsibility to respect human rights and; 3) the joint responsibility of both the State and businesses sector to provide access to remedy for victims of business-related abuses. As part of this support, UNDP Thailand has been working closely with the Royal Thai government on the implementation of the National Actions Plan (NAP) on Business and Human Rights in which Thailand marked the first country in Asia-Pacific on the adoption of this action plan. UNDP also established a strong network with business sectors and civil society organizations to develop interventions to enhance their capacity and commitment on Protect, Respect, Remedy framework under the UNGPs.

With support from the Japanese government, UNDP will further strengthen our work on business and human rights through the project on "Promoting Responsible Business Conduct, with a particular focus on promoting human rights due diligence (HRDD) in global supply chains and leveraging the UNGPs for a just recovery" to be implemented from April 2022. The objective of this project is to reinforce a capacity of Japanese businesses and their suppliers and partners to adopt Business and Human Rights Policies and carry out HRDD with a view to enhancing a better management of reputational and operational risks of Japanese companies operating directly in Thailand or through suppliers.

The Project Associate (Business and Human Rights) based in Bangkok will directly support the management and operations (finance, assets management, administration, procurement, human resources/HR) of the B+HR project at the Thailand country office.

Duties and Responsibilities

The Project Associate (Business and Human Rights) will report to Project Manager - Business and Human Rights, UNDP Thailand in close collaboration with Business and Human Rights Project Coordinator, at the Bangkok Regional Hub. The Project Associate is also expected to work in collaboration with the operations team, programme and project staff in UNDP Country Office to exchange information and ensure consistent project implementation.

Management and operations (finance, assets management, administration, procurement, human resources/HR) of the B+HR program at national level, and implementation of project activities in accordance with UNDP rules and regulations:

Coordinate and support the implementation of project activities according to the Project’s workplan and for relevant projects in the portfolio

Be responsible for assigned correspondence and other administrative tasks including creating E-requisitions, processing contract, organizating meetings, forums, workshops, travel arrangements, etc.

Provide assistance in proper control of supporting documents for payments, financial reports budget revisions, and expenditure tracking and revisions

Monitor the progress of work/assignment with the consultant(s) OR support the Project Manager to monitor the progress of project implementation against the work plan

Support communications and outreach activities

Provide research and technical assistance to the project activities:

Conduct desk research in the areas of business and human rights as necessary, and provide expert inputs into the agenda and background documents supporting public events, as required;
Produce a comprehensive data set (extract, input, copy and filing data) from various sources in electronic file for purposes of informing outputs, and reporting on results;
Assist in editing and preparing reports and translating background documents; and

Exercise her/his expertise to develop necessary background documents, including concept note, workplan, meeting document for business and human rights initiatives.

Provide effective and efficient support in coordination:

Provide organization and coordination support for meetings between the Business and Human Rights project team and other teams and external bodies (UN Agencies, Government, Civil Society Organizations, etc.), as well as efficient interpretation/translation support, when required; and

Liaise and communicate with project stakeholders to support the operation of an effective and efficient organization of workshops/events/conferences/series of meetings and trainings according to the Project’s workplan.

Provide secretarial services to support the project implementation:

Prepare minutes of meetings, documents, agendas and materials related to project meetings and missions, write official communications, proof-read outgoing communications, and translate relevant project documents

Required Skills and Experience


Thai national with secondary education. Bachelor’s degree in Political Sciences, Business Management, Public Administration, Communications, Social Sciences or other related fields would be desirable but it is not a requirement.


6 years (with secondary education) or 3 years (with Bachelor’s degree) of relevant experience in administration, research, coordination and secretarial services.

Knowledge and good understanding about human rights, corporate social responsibilities, Responsible Business Conduct and Sustainability fields;
Excellent written and oral communication skills;
Accuracy and professionalism in document production and editing;
Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, MS Team etc.) and email/internet; familiarity with database management; and office technology equipment; and,

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.

Previous work in assisting project management is an asset; and,

Strong Interpersonal skills and experience working with the private sector, government and civil society, preferably in Asia on Human Rights is a plus.

Language requirement:

Fluency in Thai and English is required.
