In 2015, as part of this commitment UNDP established a Global Shared Service Centre (GSSC) to ensure optimal and consistent provision of operational services in the areas of finance, HR, procurement, administration to UNDP Offices worldwide, and to provide training to UNDP Offices where needed. The Global Shared Service Centre (GSSC) is part of the Bureau for Management Services (BMS).

In the area of Human Resources, the GSSC supports both staff and management in UNDP offices and units, with the full cycle of HR services ranging from recruitment, talent management, learning and development, HR policy and advisory services, benefits and entitlements management, payroll and banking transactions.

In six UNDP Regional Bureau Service Centers (RSCs) - Addis Ababa, Amman, Bangkok, Dakar, Istanbul and Panama - the recruitment and administration of local personnel will be proximity-based and managed by outposted GSSC personnel who report directly to the Global HR Service Centre (GHRSC). The Recruitment Unit in the Global Human Resources Regional Service Centre (GHRSC) is responsible for the transparent implementation of the recruitment of locally recruited national staff governed by the UN Staff Rules & Regulations, in country offices in the five Regional Bureaux.

Under the overall guidance and supervision of the HR Specialist and Recruitment Associates (RA1 & RA2) , the Recruitment Associate (process facilitators) in the GSSC RSC supports the transparent implementation of the recruitment of personnel for Country Offices in each Regional Bureau under their responsibility. S/he is accountable for the integrity, transparency and accuracy of recruitment and HR services, assuring full compliance with HR policies and procedures derived from the UN Staff Rules & Regulations. S/he performs a variety of standard administrative processes and services ensuring high quality and accuracy of work and consistency in service delivery. The Recruitment Associate (process lead) supports the team with the provision of advise to internal and external clients and managers on policies, guidelines and services and promotes a collaborative and client-oriented approach, sharing knowledge and best practice, including conducting training courses and coaching. Clients with whom there is direct contact may include UN Agency staff and other personnel in country offices as well as other units in UNDP.

The Recruitment Associate (process lead) is jointly responsible for meeting the agreed GHRSC HR work plan deliverables supporting the overall HR Strategy. S/he supports the coordination of the work of the team, in order to meet the work plan deliverables.

Duties and Responsibilities

Administer and implement Recruitment Strategy and Plans in full compliance with UN Staff Rules & Regulations, UNDP HR Policies and Guidelines, to achieve the following results:

Ensure full compliance of HR activities with UN Rules & Regulations, UNDP policies, procedures and guidelines.

Promote equity, transparency and consistency in the interpretation, determination, implementation and administration of HR recruitment policies, procedures and guidelines applicable to locally recruited national staff and personnel.

Support delivery of a high quality, timely and accurate recruitment service to enhance client understanding and confidence in GSSC HR as a credible HR service provider.

Provide support to regular interaction with HR focal points in Country Offices and/or Regional Hubs on consolidated region-wide operationalization of recruitment strategies and plans, as necessary.

In collaboration with hiring managers in Country Offices and/or Regional Hubs, support the elaboration of recruitment strategies for each recruitment case, as necessary.

Contribute to the production of insightful recruitment analytics reports with regard to critical vacancies taking into account UNDP’s corporate priorities of gender parity and workforce diversity.

Ensure accurate data management in official databases.

Provides Recruitment Services focusing on the achievement of the following results:

Organize and coordinate interviews ensuring that all relevant documents related to the position are shared in advance/ are available to interview panel members.

Facilitate and manage audio/video virtual calls to ensure the smooth running of the interview processes.

Ensure panel members and candidates are properly connected , trouble shoot problems during interview sessions as required, keep candidates updated if there are any delays.

Accurately reflect the decisions and discussions of interview panel during the interview deliberations.

Draft objective and clear notes identifying strengths and weakness of candidates as measured against articulated competencies as discussed by Panel members.

In consultation with the GSSC recruiter assigned to the case, draft the interview report, coordinate edits/changes to the interview reports with the panel members, and submit final signed report to the GSSC recruiter assigned to the case for further processing.

Conduct candidate references/Clear checks as appropriate.

Appropriately file signed copy of Minutes in the correct files for future reference/audits.

Facilitate handover of completed recruitment cases to the GHRSC Benefits & Entitlements Team for hiring, onboarding and contract management.

Recommend, support and maintain knowledge management prescriptive content for recruitment, selection and placement to achieve the following results:

HR knowledge management distribution/system contains accurate and comprehensive coverage of recruitment, selection and placement matters.

Identify the need for new and/or modified policies and practices and initiate or propose actions required. Actively liaise with relevant UNDP/UN entities to seek policy clarifications and/or identify agreed solutions.

Conduct/participate in periodic training courses on local recruitments for Country Offices and Regional Hubs.

Enable and empower the team through access to the GSSC HR knowledge base and by sharing own knowledge.

Regularly analyze the typology of job profiles required for country offices.

Accurate determination of financial entitlements of personnel transactions.

Required Skills and Experience

Education requirements

Secondary Education with at least six (6) years relevant work experience, or Bachelors‘ degree in Human Resources, Business Administration, Social Sciences, International Relations, Public Administration and any other related fields, with relevant work experience of at least three (3) years.

Work experience

Minimum six (6) years (with Secondary Education), or, minimum three (3) years (with Bachelor’s Degree) of relevant HR experience is required at the national or international level; experience in recruitment is an asset.

Required skills

Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Desired skills in addition to the competencies covered in the Competencies section

Demonstrated knowledge of integrated HR management systems would be an asset.

Experience in preparing communication materials and reports.

Proficiency in using collaboration tools, as well as familiarity with digital platforms and new technologies would be highly desirable.

Familiarity with UNDP operating and reporting systems, including experience in the use of an ERP system (i.e. Oracle Cloud, SAP or PeopleSoft) is an added advantage.

Specialized certification in HR is highly desirable.
