ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Unit Context:

The ITS External Solutions (ITSES) is a unit within the ITS Operations & Corporate department (ITSOC) that provides state-of-art information and technology applications to support communications with external audiences, donors, member counties and other key stakeholders. The unit focuses on modernizing the Bank’s digital engagement with the public, external clients, partnerships, and other stakeholders; as well as on managing the Bank’s development data resources and geospatial solutions. This includes support for the external website, Open Data, and more. We work with our clients to design solutions that help enable client responsiveness, improve organizational effectiveness, and manage risks. We are committed to delivering business solutions that deliver value for money while continuing to excel at the basics. We contribute to providing the Bank with an integrated digital platform that connects policies, processes, people, and knowledge across the institution in a holistic and staff-centric manner.

The Geospatial Solutions team within ITSES is looking for a talented and energetic technical architect for the future development of World Bank Geospatial Platform; as well as maintain current applications using the latest frameworks and technologies available to achieve desired business outcomes. Primary focus of this role will be to lead the technical development and implementation of innovative solutions for the geospatial platform with a focus on performance. You will work in a team with designers, geospatial developers, GIS Analysts to design, develop and implement innovative geospatial solutions.

Duties and Accountabilities:

Specific tasks include but are not limited to:

Design, develop and implement geospatial solutions with long term vision in the areas of GIS technologies, DevOps, platforms, and infrastructure.

Oversee the technical development and ongoing maintenance of the World Bank Geospatial Platform; guide the project development to ensure alignment of the platforms with business short-term and long-term needs.

Evolve, lead, and coordinate GIS Architecture governance, including new technology requests, to be aligned with GIS needs and World Bank Enterprise Architecture.

Make solution architecture recommendations based on experience, knowledge of use cases, objectives, and industry standards.

Mentor other GIS developers to grow technical staff knowledgeable of cloud platform enterprise technology expectations and existing offerings.

Design and implement complex geospatial analysis using latest GIS technologies including ArcGIS and related extensions/add-ons, relational databases, and other computer software; understands and can apply the capabilities of GIS, databases, and other computer programs to solve complex spatial and relational problems.

Serve as a technical architect for projects and programs.

Communicate complex technical issues both verbally and in writing to non-technical GIS users.

Selection Criteria

You should have the following core skillsets:

A Master’s degree in Computer Science, Computer Engineering, Applied Mathematics, Physics, Computational Sciences and Engineering or other related fields and five (5) years of relevant full-time experience after completion of that degree or Bachelors Degree with a minimum of 7 years relevant experience.

Strong hands-on development experience using Angular 10+, Python, and Java / C++.

Experience in configuring and maintaining ArcGIS Enterprise, Geoserver, ArcGIS Online, ArcGIS Desktop, and ArcGIS Pro.

Experience in data model convergence, data conversion, and GIS implementation.

Experience with supporting GIS database services (RDBMS), specifically PostgreSQL

Experience in building Geospatial Machine Learning (ML) models, and integrating them into the application stack.

Experience in designing and implementing geospatial solutions using Amazon AWS, Azure Cloud architecture.

Experience working with modern architectures (e.g., automation, cloud-based, microservices-based) in a DevOps environment.

Good interpersonal, verbal, and written skills, with a robust command of English.

Solid team-player mentality and experience in working with teams across organizations.

Demonstrated experience in IT operations.

Strong organizational skills with demonstrated ability to achieve deliverables on time.

Note: The selected person will be hired on a 2 years renewable Term contract which can be extended based on business needs and performance.
