Job Description

Background

UNDP Lebanon is seeking to recruit project Outrach and Communications Analyst to support the implementation of the "Anti-Corruption for Trust in Lebanon" (ACT Lebanon) project, which is has started in June 2020.

The objective of the project is to engage with all stakeholders (incl. OMSAR, the Ministry of Justice, the Higher Judicial Council, Parliament, the Lebanese Parliamentarians against Corruption, as well as the National Anti-Corruption Institution once operationalized) towards the adoption and measurable progress in the implementation of an integrated and targeted approach to preventing and combating corruption aligned with the National Anti- Corruption Strategy (NACS) and Lebanon’s commitments under the UN Convention against Corruption (UNCAC), to which Lebanon is a State Party since 2009. This project will also proactively seek to engage concerned non-governmental organizations networks, including youth and women groups and organizations, as well as individual experts.

The project will serve four specific outputs as follows: Output 1: Capacity to oversee and monitor national anti-corruption strategy institutionalized and supported.

Output 2: Specialized anti-corruption legislations enacted and supported for effective implementation.

Output 3: National Anti-Corruption Institution operationalized and strengthened.

Output 4: Corruption risk management mechanisms integrated in key vulnerable sectors.

Duties and Responsibilities

Coordinate all communications and outreach activities implemented under the 4 outputs. This includes:

Provide necessary support to the development of a comprehensive communication strategies for the project and different stakeholders and ensure adequate follow up on the implementation of its various components and aspects with emphasis on increased visibility of the ACT project.

To support and follow up on the design of the relevant media and advocacy campaign.

To develop a social media calendar and follow up regularly with UNDP communication team on its execution and engagement analysis.

Follow up with the multimedia production partners (graphic designers, companies, etc) to support the development of all production related materials and ensure that it follows the visibility guidelines of the project and the project donors.

Collect, compile, and consolidate knowledge-based materials (i.e., news, statistics, stories, photos, etc) to be used for the population of newsletters, website, leaflets, briefs, reports, websites, speeches, social media, etc.

Draft/edit/review press releases, articles, stories, speeches, social media posts, project briefs, materials etc. to the project stakeholders including the donors.

Lead on the essential communication preparations of events/meetings/workshops as indicated in the project annual work plan.

Develop, apply the necessary media monitoring tools and maintain a media and press log (Scan social media, websites, news on the national, regional, and international levels) to monitor the progress achieved on the level of the anti-corruption discourse nation-wide.

Maintain an updated/expanded log of local and regional media sources along with the contact details of each.

Ensure mobilization/engagement of media and influencers to support various initiatives, and supply media with needed information and resources on a regular basis.

Conduct and analyze opinion surveys and polls among the public to better assess their views, perceptions, and understanding anti-corruption.

Identify reporters, photographers, and consultants for provision of needed services related to media and communication; and prepare/contribute to relevant Terms of Reference.

Handling all logistical matters pertaining to organizing trainings and workshops and events.

Supporting is mobilization of beneficiaries in Beirut and outside Beirut area.

The Outreach and Communications Analyst will be working under the overall guidance of the Chief Technical Advisor and supervision of the Project Manager.

Required Skills and Experience

Education:

Master’s degree in Communication, Radio, TV and Film or other related fields; or,

Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.

Experience:

Minimum 2 years with a Master’s degree or 4 years with a Bachelor’s degree of progressive relevant experience in Communication

Required skills :

Ability to produce informative media products in line with UNDP’s and donors guidelines;
Excellent interpersonal, communication and writing skills, as well as teamwork;
Ability to handle a large volume of work possibly under time constraints;
Ability to perform complex communications tasks with accuracy and speed;
Advanced computer literacy;

Experience with NGOs and/or UN agencies is preferable;
