Background:

This position is responsible for co-ordinating and facilitating the implementation of activities and projects within the general areas of the enhancement of security within the human dimension and the promotion of non-discrimination, including human rights, preventing and combating trafficking in human beings, preventing and combating domestic violence, promoting gender equality and women’s rights, and enhancing identification, protection, and assistance to victims and vulnerable person. It is a critical position as information, reports and documentation vital to the work of Programme flow through this position. It is also the central position for organization, co-ordination, and logistics for activities and projects of the Programme.

Tasks and Responsibilities:

Under the guidance of the Human Dimension Officer (HDO), who is primarily responsible for the general areas of human security and human rights, the incumbent is assigned to:

Assisting with the development, implementation and monitoring of programmatic tasks:

Maintaining information developments on both banks of the Dniester/Nistru River in the areas of human rights, preventing and combating trafficking in human beings, preventing and combating domestic violence, promoting gender equality and women’s rights, and enhancing identification, protection, and assistance to victims and vulnerable person;
Conducting analysis on focus areas, in co-ordination with the National Legal Officer, and providing updates to programme staff and the Mission’s senior management

2. Organizeing and co-ordinating activities and events in support of programmatic and project activities:

Assisting with the conceptualizing and development of project proposals and supports implementation of projects in the areas of prevention and combating human trafficking, domestic violence and promoting gender equality;
Organizing and takeing active part in meetings in the areas including human rights, including preventing and combating trafficking in human beings, preventing and combating domestic violence, promoting gender equality and women’s rights, and enhancing identification, protection, and assistance to victims and vulnerable persons;
Co-ordinateing logistics with external partners and OSCE Mission Members for events, such as the Technical Co-ordination Meetings, and preparing a detailed draft of the minutes of these meetings;
Managing the logistics of the Mission to support authorities and non-governmental organizations from both banks of the Dniester/Nistru River to participate in international and national conferences, and events for capacity-building, and accompanies delegations abroad as necessary to provide logistic, substantive and translation support;
Attending sessions of relevant national institutions and preparing detailed draft minutes of these meetings, and attendsing relevant conferences and activities, reporting on the same, including monitoring visits to co-ordination meetings and activities implemented by partners with support of the Mission;
Preparing texts in Romanian and Russian as required

3. Maintaining contacts with officials, CSOs and international organizations:

Maintaining contacts with relevant authorities on both banks for the Dniester/Nistru River as well as regional authorities, including the Autonomous Territorial Unit of Gagauzia, on developments in human rights related fields;
Following / gathering information on human rights, trafficking in human beings, domestic violence and gender equality;
Organizing and/or attending seminars/roundtables/conferences on human rights, trafficking in human beings, domestic violence and gender both nationally and internationally

4. Participating in meetings and thematic Working Group meetings within the settlement process:

In co-ordination with thematic experts, preparing and participating in meetings and thematic Working Group meetings in the settlement process format through meetings with the Sides, including co-chairs, and conducts analysis on priority issues as required;
Attending meeting and taking minutes, sending updates, preparing reports and briefings in accordance with the Mission’s Standard Operating Procedures;
Updateing the thematic Working Group papers;
Following and reporting on developments related to the topics and priorities of the relevant thematic Working Groups;
Providing substantive recommendations on how to promote progress in the relevant thematic Working Groups and proposals for the resolution of remaining issues;
Providing the necessary assistance for the preparation and conduct of the relevant thematic Working Groups;
Analysing documents submitted by the Sides and reports in a timely manner to the Mission management on any issues for attention;
Keeping in regular contact with the Sides and relevant stakeholders, and advising Mission Members on developments on issues raises within meetings and thematic Working Group meetings within the settlement process;
Seeking to mainstream gender equality and a human rights perspective into the discussions and development of priorities in the Working Groups

5. Conducting secretarial, clerical and administrative tasks:

Organizing and maintaining regular mail, e-mail, tiles, and archives including documentary and electronic files on all implementing partners, activities, projects, relevant reports, and correspondence;
Maintaining files related to human beings, preventing and combating domestic violence, promoting gender equality and women’s rights, and enhancing identification, protection, and assistance to victims and vulnerable persons;
Organizing distribution of materials in an appropriate format;
Organizing logistics for substantive agendas for study visits and assessment missions, as well as all invitations for meetings and general logistics of same;
Organizing, in co-ordination with other Mission members, exhibitions and opening receptions for the Mission;
Scheduling meetings and maintaining a calendar of events of activities;
Supporting the preparation and finalization of media items;
Preparing regular correspondence and responding to email, mail, and phone requests; ad hoc and planned translating‘ interpreting between Romanian, Russian and English;
Preparing procurement request forms for expenditures from Programme funds;
Preparing accounting of petty cash

6. Serving as the Mission’s alternate Anti-Trafficking Focal Point:

Maintaining contacts the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human beings, relevant national authorities and international organizations;
Following/gathering information on incidences of trafficking, including issues related to prevention, prosecution, protection and partnership;
Maintaining and updating the information on changes in the national legislation related to trafficking, analyses the international framework

Necessary Qualifications:

Diploma, with Baccalaureate exam, from high school/lyceum is required;
Advanced or specialized training in social sciences is desirable;
Minimum five (5) years professional work experience after graduation from high school/lyceum is required, with at least two years directly relevant to the described duties;
At least one (1) year work experience in an international organization or NGO acting in a relevant field is desirable;
As this position involves daily interaction with the public and professional partners, excellent interpersonal skills are required;
Excellent written and spoken communication skills in English, Romanian and Russian;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 785.58. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
