General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
First-level university degree in one or more of the following fields: international relations, international law, military affairs, project management or related field;
Work experience in relevant field;
Communication, interpersonal and analytical skills.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education First-level university degree/certified training course in a relevant field desirable
Experience Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory:
Previous experience of working in a programmatic planning and implementation;
Excellent analytical, diplomatic and negotiation skills;
Strong presentation skills and ability to present well especially for high-level audiences;
Professional fluency in English language and the ability to draft documents clearly and concisely;
Ability to interact with a diversity of interlocutors (i.e. government, communities, local institutions, national and international partners, etc.);
Proven ability to plan, co-ordinate and monitor own work and that of others;
Ability to produce analytical reports, including previous international work experience in the preparation of comprehensive reports and analysis;
Demonstrated ability and willingness to work as a member of a team with maximum professionalism, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Flexibility and ability to work under pressure and with limited time frames;
Sensitive to gender issues and issues of concern to vulnerable groups;
Ability to operate MS Windows applications and MS Outlook.
Experience in negotiation/mediation or working partnership building;
Understanding of the challenges facing Tajikistan and Central Asia states in Border Management and Security.
Tasks and Responsibilities
Under direct supervision of the Border Management Officer and general guidance of the Head of Political-Military Department, the incumbent is responsible for the planning, development, implementation, monitoring and self-evaluation of activities of the Patrol Field Capacity Building (PFCB) project under the Border Management Unit. The incumbent is responsible for performing the following functions:
Responsible for full project cycle management of extra budgetary project in Tajikistan under the extra-budgetary project #5500596 "Patrol Field Capacity Building";
Planning and drafting the project proposal document and relevant annexes for the next phase of the project;
Working closely with all stakeholders involved in implementation of the Patrol Field Capacity Building project;
Managing all relevant financial and administrative documents with approval of Head of Politico-Military Department, coordinating of work related to procurement of goods and services including contracts with project consultants and partners according to the OSCE CRMS;
Providing regular reports, periodical analytical reports, and briefings for donors and management;
Advising senior management on issues in accordance with the mission mandate as well as providing technical advice on strategic planning in relation to the programmatic areas;
Contributing to the reporting and to periodical analytical reports of the Politico - Military Department;
Supervising National Professionals and General Service staff working under the Patrol Field Capacity Building project;
Performing other duties as required.
Please note that this is an extra-budgetary post and the initial appointment is until 31 December 2022 with a possibility of extension.
