The FAO Sub-Regional Office for the Caribbean (SLC) was established in 1996 and is based in Barbados. It is headed by a Sub-Regional Representative/Coordinator and is staffed by a Multidisciplinary Team and an Administrative Unit. SLC supports 13 member countries; Antigua and Barbuda, Barbados, The Bahamas, Belize, Dominica, Grenada, Guyana, Jamaica, Suriname, St. Kitts and Nevis, St. Vincent and the Grenadines, St. Lucia, and Trinidad and Tobago. Moreover, FAO Representations are present in Trinidad and Tobago and Suriname; Jamaica, Belize and the Bahamas; and Guyana. FAO SLC with implement several national technical cooperation programmes with countries across the OECS region in the area of competitive and resilient value chain development. These projects aim to strengthen and build high potential agricultural value chains at the national and regional level to improve farmer livelihoods, increase food security, and contribute to the reduction in national food import bills.
FAO is seeking a project coordinator for a national value chain development project in St. Lucia. This program aims to strengthen the competitiveness of high potential value chains using a market system approach to catalyse systemic changes through partnerships with farmers, public and private sector actors and financial institutions. The Project Coordinator will be part of the FAO Value Chain team, with support from a range of FAO experts, and her/his primary role will be to coordinate, facilitate and manage project activities on the ground. This work will include organisation of events, liaison with Government and private sector actors, facilitating training and capacity building work and collection and analysis of agricultural data. The Project Coordinator will be responsible for day-to-day management of the project in the country with close technical and coordination support from officers and consultants in FAO sub-regional office in Barbados.
Under the overall guidance of the FAO Sub-Regional Office for the Caribbean, and the technical supervision of the FAO SLC Trade and Markets Officer and Fisheries Officer, the Consultant will provide administrative, organisational and technical support to FAO’s Value Chain Development and Agribusiness project in St. Lucia and support the national implementation of FAO’s applied Value Chain (VC) methodology to promote sustainable and inclusive agricultural industries in the Caribbean.
The objectives of the assignment are to support the roll out and upscale of FAO’s Value Chain Development projects in the specified country, with a focus on coordinating and preparing all necessary meeting materials including tracking decisions and follow up actions, maintaining project information base, preparing quarterly reports, liaising with project implementing partners and stakeholders, supporting in-country implementation of projects, and conducting interviews and data collection.
Tasks and Responsibilities:
Coordinate timely and quality implementation of overall project components and ensuring appropriate linkages among the components and among consultants and concerned sector stakeholders;
Prepare and update project work plans and budgets as required;
Prepare project reports of progress and briefs as required;
Facilitate, chair and provide close follow-up to national value chain development teams established under the project;
Coordinate the organization and logistics of in-country and virtual working sessions and workshops, assessments and consultations;
Support the implementation of national level value chain monitoring and evaluation frameworks;
Facilitate liaison and linkages with relevant public and private stakeholders for project success;
Coordinate logistical arrangements for the various consultancies under the project;
Coordinate with relevant national stakeholders, especially the Ministry of Agriculture to ensure maximum delivery and participation (country ownership) in project activities;
Coordinate the inputs and organisation of communications materials in collaboration with FAO consultants; and
Ensure interventions are well coordinated with other FAO and non-FAO projects in the country and build on FAO comparative advantage, successful practices, lessons learnt.
Undertake agricultural data and information collection and analysis including cost of production and market information;
Undertake stakeholder interviews as part of value chain assessments;
Coordinate activities related to agricultural land management, including support to data collection and legal analyses as required;
Provide technical support to project activities including technical reports and other outputs as required;
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
University degree in agriculture, economics, development, business or a related field required; advanced degree preferred;
Minimum three years of experience working in project coordination or management
Working knowledge (level C) of English and limited knowledge (level B) of Arabic, Chinese, French, Russian or Spanish

Experience in writing technical reports is an advantage;
Experience in agricultural production and/or farm management is an asset;

Proven skills in work planning and budgeting
National or permanent resident of Saint Lucia
