An important step towards including climate change considerations across national policy areas was the adoption of the Strategy for the transition of the Republic of Uzbekistan to the "green" economy, 2019-2030. Climate change has been addressed, to some extent, in the Uzbekistan Agri-food Development Strategy 2020-2030.

The Government of Uzbekistan is currently implementing Uzbek Agriculture Knowledge and Innovation System (UAKIS) Strategy and Roadmap which aims to provide effective solutions to overcome challenges faced by farmers and agri-food businesses. A range of financial and technical assistance support is being mobilized to facilitate the process, focused primarily upon knowledge development and accelerating learning in the first stages of development. To complement this approach, more direct support for the development and promotion of innovation is needed.

The intention of the EU-funded UNDP UAKIS project is to establish a range of Agri-food Innovation Support and Brokering Services that will play a crucial role in galvanizing local knowledge and capacities and getting many worthwhile practical projects off the ground, accelerating the process by which ideas can be turned into innovations and used by farmers and agri-businesses to respond to the growing threats caused by climate change, boost rural livelihoods and promote sustainable resource use and protection.

The strong focus on inclusion will be followed in developing innovative public-private collaboration models to support small producers. The project will support a systemic change, which will facilitate larger "green" investments in the agri-food sector, and which will ensure inclusive access to related support services and financing.

UNDP is looking for a dedicated person as an Agriculture Innovation Support Associate who under direct supervision of the National Project Coordinator will be responsible for providing support to UAKIS Project in the development of Agri-food Innovation Support and Brokering Services created within the framework of AKIS in Fergana region.

Duties and Responsibilities

Support project team and regional AKIS center by providing critical analytical and knowledge support, by staying abreast of key sources of data and information on the state of agricultural innovation in Fergana region of Uzbekistan;
Identification of ongoing innovation-related activities and associated organizations in Fergana region, mapping of agri-food production, local business and market conditions, assessment of policy and regulatory environments as well as analyses of current trends and challenges that impact agricultural value chain;
Support project team in conducting assessments and analysis in Fergana region towards defining current status of crop production, livestock, fishery, beekeeping, as well as institutional, economic, financial settings etc. in light of AKIS development;
Proactively identifying promising opportunities for innovation projects, ensure support and conduct associated assessment and analysis of current situation in agricultural production in terms of barriers and limitation faced by producers and other stakeholders towards innovative solutions of the problems;
Contributing towards design and management of grant funding for innovative solutions and provision of technical/advisory assistance to pilot beneficiaries in the region;
Assist project Training and Communication Specialist in the preparation and conduction of training programs for stakeholders.

Required Skills and Experience


Secondary Education.

Bachelor’s degree in any of the following areas: Agriculture, Business, Finance and/or Economics or related field would be desired.


Minimum 7 years (with secondary education) or 4 years (with Bachelor’s degree) of relevant work experience preferably in agribusiness, agriculture research and product/service development, regulatory affairs, extension services, market research and other related area.

Required Skills

Ability to interact and network with technical/scientific agencies, academia, farmers and other stakeholders;
Ability to synthesize complex quantitative information from multiple sources and combine it in order to clearly represent the underlying reality;
Competency in use of Microsoft Office software - particularly Word, Excel, Outlook, and PowerPoint;
Demonstrated track record in initiating new and innovative approaches;
Demonstrated awareness and knowledge of the regional (Tashkent), economic and business climate as well as the national agricultural innovation and agribusiness landscape will be distinctly advantageous.

Desired Skills

Understanding the main processes and methods of work regarding to the position;
Possessing basic knowledge of organizational policies and procedures relating to the position and applies them consistently in work tasks;

Required Languages

Fluency in Uzbek.

Working level of Russian and English will be an advantage.

Institutional Arrangement

The Agriculture Innovation Support Associate will work under the direct supervision of the National Project Coordinator. The incumbent will also receive a substantive guidance from the Lead Technical Advisor and Task Manager in terms of involving appropriate European experience and methodology related to enhancing of technical capacity of national stakeholders in Fergana region region within AKIS. It is strongly recommended, that he/she will be working in close cooperation with relevant specialists of other projects, in particularly with experts of EU ASK Facility project towards creating advisory service model in Fergana region.

The duty station of the incumbent will be Fergana region.
