Task Description: Duties and Accountabilities

Primary responsibility of this position is to employ advanced text analytics and machine learning techniques across a range of IEG documents. Knowledge of relevant statistical methods and algorithms is also critical.

Key responsibilities and deliverables include: · Apply Data Science/Natural Language Processing/AI/Machine Learning techniques to unstructured data.

Build and optimize existing models and algorithms.

Consult with internal experts to create, validate, and possibly modify existing taxonomies.

Extract, analyze, and prepare source data, working with structured and unstructured data.

Consult with internal sectoral experts to create and validate robust training data.

Updating Tableau data visualizations and tools that include structured and unstructured data.

Required Criteria

Master’s degree in Computer Science, Mathematics, Statistics or related field.

Must have extensive programming experience with Python - especially for text analytics and topic modeling.

Must also be proficient in R programming.

At least three years of relevant experience in setting up supervised and unsupervised learning ML/NLP models including data cleaning, data analytics, model selection, performance metrics.

Knowledge of data visualization (especially Tableau).

Strong Microsoft Office skills, with advanced knowledge of MS Excel.

Strong communication and collaboration skills with the ability to present and translate complex information to non-technical teams in relevant business terms.

Attention to detail and advanced organizational skills.

Must be fluent in English.

Additional Criteria

Experience with databases and SQL.

(Preferred) Knowledge of World Bank operations.

(Preferred) Experience supporting evaluation work for international development.

Location and Duration

The consultant will be based in Washington, D.C., for a 75-day assignment beginning in September 2020. Contract extension up to 150 days possible but not guaranteed.

Rate: proportionate to expertise and experience levels.
