AWCF1 CMU CONTEXT

The World Bank’s Country Management Unit (CMU) for Senegal, Mauritania, Guinea Bissau, Cabo Verde and The Gambia (AWCF1) develops strategy direction, oversees portfolio implementation, monitors impact, and evaluates results for the Bank’s portfolio in the five countries. The country unit includes offices in Dakar, Praia, Banjul, Bissau, Nouakchott and an Anchor Unit in Washington, D.C.

Cabo Verde has a growing portfolio and on-the-ground presence with a National portfolio composed of 11 active projects for a total commitment of US$263.99 million. The operations are in Infrastructure, Transportation, Health, Education, Social protection, Energy, Water/sanitation, Blue Economy and Tourism, Economic governance/financial management, Public and private sector development. The is additional one regions Statistics project.

The World Bank Country Office in Praia Cabo Verde is looking for a high performing, energetic, self-motivated, and flexible individual with demonstrated dependability and dedication to teamwork to support the teams on implementation of the Portfolio.

DUTIES AND RESPONSIBILITIES

The Team Assistant (TA) position requires sufficient administrative and office management experience to work independently and take responsibility for a variety of office tasks. The TA is expected to provide the full range of executive support functions, including administrative management and coordination, quality assurance of documents and processes, and liaison with the government officials and other contacts in the country.

The TA will report to the Resident Represent and and will work under the guidance of the Executive Assistant (EA) and will be fully responsible for the following range of activities in the Praia Office:

Answer internal and external queries on the assigned portfolio or, as necessary, take accurate and comprehensive telephone messages and route them to appropriate persons to handle; Maintain current phone/address lists of project/product contacts and update the inventory of the office daily.

Work independently to support visiting missions planning and smooth operations when in the country; Assist the Country Team with travel logistics arrangements, meetings requests with clients and partners and organizing logistics for office activities; Arrange working schedule and meeting with counterparts for the visiting; Assist Local Consultants in preparing their Trips, SOE as well as their request for payment.

For proposed new projects, facilitate the creation of Activity Initiation Sheets (AIS) in SAP and ensure that teams are using Portal or SAP to update the Activity Update Summaries (AUS) as well as the Activity Completion Summaries (ACS) in close coordination with the GP ACS team.

In close coordination with the Executive Assistant, takes a lead role in coordinating the improvements of operational practices / processes in the CMU (in close support of the ACS team):

Work with the ACS team to identify and help implement improvements in the operational practices / processes in the CMU

Serve as a backup for other ACS, as required.

Supports and works collaboratively with members of the immediate work team as well as with others in diverse work groups/teams/task forces, across Bank Group offices.

Assist in the overall management of the country office and coordinate work of drivers and additional ACS staff in the country office.

Point of contact for the Dakar team on IT’s and Security related matters for Cabo Verde.

Additional ad-hoc responsibilities as assigned by the RR.

Selection Criteria

Bachelor Degree and at least 3 years of relevant experience.

Ability to perform a broad range of office management tasks.

Strong interpersonal skills and ability to liaise effectively and professionally with a wide range of clients (internal and external).

Strong team player with good communication skills, collaborating and working across boundaries.

High initiative, flexibility, attention to detail and resourcefulness with a drive for efficiency and results.

Ability to work capably under stress and to juggle multiple tasks within tight deadlines.

Highly proficient in computer software applications (Excel, PowerPoint, Word, Outlook) and adept in using the Internet/Intranet. Experience with SAP will be an advantage.

Strong written and oral communication skills in Portuguese and English.

Previous experience with a multilateral/bilateral organization is an advantage.
