Job Description

BIOFIN was launched in October 2012 at the Convention on Biological Diversity (CBD) COP 11, as new global partnership seeking to address the biodiversity finance challenge in a comprehensive manner - to define biodiversity finance needs and gaps with greater precision through detailed national level assessments, to determine challenges and opportunities for resource mobilization, and to build a sound business case for increased biodiversity investment. Participating governments are interested in advancing their biodiversity conservation mandates in ways that are compatible with and promote national socio-economic development goals.

BIOFIN has developed, piloted, and is continuously improving a methodology to measure existing biodiversity expenditure levels, assess future financial needs, and design comprehensive plans to use finance tools and solutions that increase financing, reduce harmful expenditure, and improve financial effectiveness and efficiency of biodiversity management over 35 countries.

UNDP Uzbekistan in collaboration with the government will be implementing the global BIOFIN Phase II Extended project, which is funded by the Governments of Germany running from 2021 to 2023.

In the context of Uzbekistan, the key activities will involve Biodiversity Finance Policy and Institutional Review, Biodiversity Expenditure Review, Finance Needs Assessment (including National Biodiversity Strategic Action Plan Costing), Resource Mobilization/Finance Plan and Implementation of the Finance Plan within a broader context of Sustainable development Goal No. 1 on End Poverty, Goal No. 13 on Climate Action and Goal No. 15 on Life on Land.

Duties and Responsibilities

The National Project Coordinator will work under the direct supervision and the overall guidance of the UNDP Country Office ECA Cluster Lead as well as in coordination with the National Coordinator. The Coordinator will work closely with the Sr. Finance Expert to ensure implementation mechanisms such as a National Steering Committee and technical working groups are established and meet regularly, that all planned workshops, technical studies and other activities are organised in a timely manner, and that they meet expected quality standards. In close collaboration with the UNDP Country Office and the Global BIOFIN Team key duties and responsibilities will include assistance with the identification and selection of national consultants and experts, writing terms of reference for national BIOFIN team members depending on local needs, supported by the Lead Expert elaborate/revise the work plan and budget and submit draft work plans/budgets timely for the bi-annual budget revision process. During the Project Inception Phase, organize a technical meeting involving the BIOFIN national team, Global BIOFIN team, UNEP, UNDP Climate Change Programmes to review methodologies and determine convergence of scope and processes.

The National Project Coordinator will supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards; facilitate, guide and monitor the work of the national BIOFIN team, oversee the work of the Finance Assistant to ensure administrative requirements are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations, organize all relevant project workshops in a consultative manner, involving a wide variety of biodiversity finance stakeholders, including the private sector, NGOs and academia.

The Coordinator will discuss with the Ministries of Finance, Environment and other key stakeholders the establishment of a national Steering Committee and follow up on the formal establishment and regular convening of the Committee, and undertake the same for any other proposed coordination mechanism, write meeting reports to be shared with the UNDP CO and BIOFIN global. He/or She ensures a timely identification of risks in implementation at the national level and communication to the global BIOFIN team, organizes bi-monthly meetings of the national team and monthly calls with the Technical Advisor from the global BIOFIN team, ensure participation of national BIOFIN team members in regional technical calls.

Reporting/Communication/M&E function of the Coordinator is to lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the lead expert and submission to the global BIOFIN team, ensure adequate collaboration with similar UNDP initiatives including but not limited to the UNEP PEI initiative and the Climate Public Expenditure Review programs. The Coordinator develops workshop reports for the inception workshop and all technical workshops, briefing notes, case studies, press releases, web articles and other media products, writes the section of the inception report on national implementation arrangements, assists with research and write sections of technical reports as required, and reviews all national level deliverables to ensure quality and consistency with the BIOFIN methodology.

The National Project Coordinator is responsible for following actions: Project management:

Project management through the implementation of appropriate activities;
Providing directions and directions to project personnel and project participants;
Interaction with the Project Board or its representatives to ensure the implementation and quality of the project (UNDP Enviroment and Climate Action Cluster), to ensure the focus and integrity of the project;
Designation and receipt of assistance and recommendations for effective management, planning and control of the project;
Be responsible for the administrative issues of the project implementation;
Interaction with suppliers;
May also serve as Team Manager and Project Organizational Support.

Project implementation:

Planning project activities and monitoring the progress of achieving goals in accordance with the established quality criteria by BIOFIN Global Initiative and UNDP;
Project management in accordance with the BIOFIN Global methodology and UNDP rules and procedures;
Coordinate and manage the day-to-day activities of the project and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives;
Monitor the implementation of project work plans, analyze emerging problems and take adequate measures to ensure the timely implementation of the planned tasks;
Mobilization of goods and services for the implementation of activities, including the preparation of Terms of Reference and work specifications;
Ensuring that the project contributes to the advancement of gender equality in project activities by reaching, engaging and achieving benefits for both women and men (gender mainstreaming).

Monitoring the implementation of activities in accordance with the Monitoring and External Relations Plan and updating the plan as necessary;
Monitoring the use of financial resources to ensure the correctness and reliability of financial statements;
Management and monitoring of potential project risks, previously identified in the Project Documentation approved by the National Assessment and Launch Council (NALC), introducing new risks to the Project Board for consideration and, if necessary, taking action; updating the status of these risks by constantly filling and managing the table of possible project risks;
Be responsible for managing issues and requests for changes to the project by continually completing and managing the project issue table;
Preparation of quarterly project implementation reports (achieved results in relation to planned goals, updating of risk and problem tables, expense report) and its submission to the Project Board and to the unit responsible for Project Implementation and Quality Assurance (UNDP Sustainable Development Cluster);
Preparation of the annual project report and its submission to the Project Board and the Results Board (UNDP Environment and Climate Action Cluster);
Preparation, based on the report, a work plan for the next year, as well as quarterly work plans as required.

Project closure:

Preparation of final project reports for subsequent submission to the BIOFIN Global initiave, project council and the results council;
Identifying next steps and submitting them to the Project Board;
Organization of transfer of project results, documents, files, equipment and materials to national beneficiaries;
Preparation of a consolidated report of work performed and other necessary reports for consideration by UNDP and implementing partners.

Gender mainstreaming:

Knowledge of gender equality and women’s empowerment issues and ability to apply it to strategic and/or practical situations, e.g. integrating into the project/programme cycle, including design, planning, and implementation.

Institutional Arrangement

Under the direct supervision of the ECA Cluster Lead and in close collaboration with relevant project partners, the National Project Coordinator will be responsible for the implementation of the project activities aimed at strengthening the climate services and disaster communications to end-users.

National Project Coordinator will provide operational and thematic services ensuring high quality, accuracy and consistency of work. National Project Coordinator works in close collaboration with the lead international expert, Government counterparts, project, operations, and Programme staff in the UNDP CO to exchange information and ensure consistent service delivery, and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the project component outputs.

Required Skills and Experience


Master’s degree in economics, finance, public administration, natural resource management, including water/land management, biodiversity, climate change, environmental finance, environmental economics, environmental studies or a closely related field.

Bachelor’s degree with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.


Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of experience in economics, finance, natural resource management, biodiversity conservation, environmental management, environmental finance, environmental economics or other related field.


Fluency in English and Uzbek.

Good command of Russian is desirable.

Required skills:

Experience in demonstrable project/programme management / development.

Desired skills in addition to the competencies covered in the Competencies section:

Knowledge of and experience in gender mainstreaming is an asset;
Strong leadership, managerial and coordination skills, with a demonstrated ability to effectively coordinate the implementation of large multi-stakeholder projects, including financial and technical aspects.
