Job Description

Position Purpose

The RBM Specialist works in RBAS regional hub in Amman and provides substantive technical expertise to Country Offices (COs) and Regional Programme (RP) on evidence-based planning, monitoring, evaluation and reporting, including on design of programme and projects within the wider framework of the Strategic Plan and the Sustainable Development Goals (SDGs) and the development of regional results. S/He guides the design and implementation of the regional/CO monitoring systems, data collection methods, evaluations and advises on the collection of reliable, accurate and coherent information to assess the performance and impact of programmes and projects and regional results.

She/he supports the COs through the CCA/UNSDCF/CPD process by providing guidance and engaging on the development of Theory of Change, including capacity building of country offices on UNDP’s programme./project guidelines and policies. She/he ensures RBAS compliance with corporate planning, monitoring and reporting requirements and provides guidance to COs and regional programme on corporate systems including training and capacity building. She/he promotes integrated monitoring and reporting activities through exchanges of experience and good practices between COs, regions, the UNDG and the wider RBM community and supports country offices and the regional bureau in their gender reporting.

The RBM Specialist is part of the Country Office Support Team in the Amman Hub and works closely with the wider Hub team on providing substantive technical expertise to the respective COs and RP in close coordination with the Strategic Planning Advisor and the Regional Advisors and Specialists in the Desk Team with RBAS NY. The RBM Specialist may also perform other functions related to day-to day CO support within the Team as needed.

The Specialist has dual reporting to the Strategic Planning Advisor in NY with matrix management to the Chief Country Operations Support/Deputy Manager of the hub in Amman.

Key Duties and Accountabilities

Ensures RBAS compliance with corporate planning, monitoring, evaluation and reporting requirements

Example of Duties:

Works closely with the RBAS Strategic Planning Advisor to support the roll-out of corporate RBM systems and tools through appropriate support and training to CO and Regional Programme colleagues as well as the broader RBAS NY and Amman Team as relevant

Engages in the annual corporate planning, monitoring and reporting exercises, provides guidance and reviews COs and RP plans ensuring quality of data and narrative and compliance with corporate requirements, alignment with the Strategic Plan and proper selection of IRRF indicators

Supports the Regional Advisors and Specialists through providing advice and support to the COs on annual planning and reporting exercises, including IWP, ROAR, IRRF and IATI.

Acts as substantive focal point for the implementation of the project quality assurance initiative, including supporting the Regional Advisors and Specialists in undertaking spot checks and ensuring compliance with corporate quality standards and targets

Ensures appropriate gender marker reporting in line with corporate guidance

Provides technical support to regional level results reporting using corporate dashboards and databases to derive and aggregate indicators from IRRF and other available sources to show results at the regional level.

Contributes substantively to corporate RBM working groups and discussions as relevant in close coordination with the Strategic Planning Advisor.

Contributes to high-quality programming, including support to programme/project design, implementation, monitoring, evaluation and reporting

Example of Duties:

Provides advice and guidance on the CCA/UNSDCF process including support on developing Theories of Change and reviews draft CCAs and UNSDCF narrative and RRF ensuring compliance and adherence to RBM standards. Supports PSG review of CCAs/ UNSDCF documents in line with DCO guidance

Provides substantive technical and facilitation support to CPD formulation processes, including development of Theories of Change and quality assurance in line with corporate standards. This includes substantive technical advice on the elaboration of CPDs, including RRFs using adequate and innovative data collection solutions, drawing from, and integrating with relevant data sources

Provides substantive guidance on programme and project implementation in line with the PPM and POPP requirements and liaises with relevant colleagues on clarifications and support requirements as needed.

Oversees the evaluation support and compliance in the region and supervise the day to day work of the Evaluation Analyst ensuring the provision of technical advice to COs and the Regional Programme on the design of evaluations, the transparency and the use of evaluation findings to inform UNDP programme planning, design and reporting, including the Annual Report and Country Programme Documents.

Enhances COs‘ high quality programming and performance monitoring

Example of Duties:

Supports COs in collecting and interpreting existing early warning data effectively to guide the adjustment of programmes and operational approaches when/if a country context deteriorates. In early recovery settings, supporting COs in drafting data-collection plans to cover key data gaps as required. Following the initial humanitarian response, support development of key outcome and output indicators, data collection systems and sources to be used for monitoring and evaluation of interventions

Quality assures COs data collection strategies to ensure the right balance of qualitative and quantitative evidence and advises on data analysis to assess programme results, improve programme quality and inform future decision-making processes

Supports results-monitoring of the Regional Programme and Regional Programme Results Framework indicators in line with the corporate monitoring and reporting requirements to improve regional programme quality, learning, and inform future decision-making processes.

Provides training and capacity building for the COs and the RP on Programme and RBM standards, programme and project management (PPM), quality assurance of results frameworks, evidence-based monitoring and evaluation practices in addition to sharing new changes to guidelines and updates

Works with the wider Hub team on exploring new approaches to data collection, programme development, monitoring and reporting and advises the Regional Bureau on a regional strategy for an effective deployment of evidence-based functions across the region and leads the design and provision of training processes, methodologies and materials on RBM as needed

Facilitates the exchange of knowledge and experiences across the region through sharing best practices and lessons learnt and develop tools that will enhance knowledge sharing

Liaises closely with relevant colleagues in Development Effectiveness Group with BPPS and the RBM colleagues in other regional Hubs on exchange of lessons learned and knowledge sharing

Promotes peer-to-peer networking and information sharing among RBM practitioners by contributing to available knowledge management mechanisms on RBM, and by maintaining repositories of RBM expertise, lessons learned, good practices and practical tools and methodologies

Supports COs to develop partnership-based approaches to monitoring, including real-time monitoring, within the UN family and others as relevant and to identify potential national partners to improve monitoring (i.e., universities, citizens groups, NGOs)

Keeps abreast with new RBM methodologies and adopt as relevant to regional context for wider knowledge sharing

Supervisory/Managerial Responsibilities:

S/he supervise the work of the Evaluation Analyst and provide guidance and technical advice including on day-to day prioritization.

S/he supervise matrixed Monitoring & QA Specialist jointly with the Operations Manager



Master’s Degree or equivalent in statistical analysis, social sciences, results based management, planning or planning development or any relevant field

Experience, Knowledge, and Skills

At least seven years of demonstrated experience in multivariate data analysis and monitoring and evaluation, statistical methods, and programme management and implementation in the international development arena

A track record of extensive national/international working experience in UN/UNDP country office or regional Hub with managerial responsibilities

Consolidated training experience in development planning, monitoring, and evaluation design, management and methodologies

Strong numeracy skills, and confidence handling quantitative and qualitative analysis of data

Knowledge of best practice in a range of data collection methodologies, including surveys, administrative data sets and qualitative data

In-depth understanding of UNDP’s results frameworks and performance an asset

Good understanding of the international statistics system, and key development partners and good understanding of statistical data in national statistical systems

Comprehensive experience in the use of excel and other relevant soft wares

Documented experience in training and facilitation an advantage

Strong written and spoken skills in English and French are required. Professional knowledge of Arabic is an asset
