Job Description
Background

Duties and Responsibilities
1.Ensures administration and implementation of HR strategies and policies, adapts processes and procedures focusing on achievement of the following results:
Full compliance of HR recording and reporting systems with UNDP policies, procedures and strategies; proper functioning of the HR management system.
Provision of information and referral on corporate strategies, changes in rules and regulations, correct use of contractual modalities, application of entitlements, attendance and leave monitoring and etc .
2.Ensures effective administration of human resources focusing on achievement of the following results:
Provide information ) for monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through corporate HR management system.
Support recruitment processes including posting vacancy announcements, identification of panelists, shortlisting, etc.
Maintenance of the Country Office staffing table.
Preparation or review of submissions to the Recruitment Compliance Panel Bodies (CRP).
Administration of the Country Office rosters.
Validation of cost-recovery charges for HR services provided by UNDP to other Agencies. Ascertain options and arrangements for services rendered to UN agencies.
Proactive monitoring of adherence to staff working hours. Also, promotion of work/family balance issues and other initiatives for staff wellbeing including those related to a safe and secure environment in the workplace.
Updates local office salary scales when required
3.Provides support to proper staff performance management and career development focusing on achievement of the following results:
Facilitation of the performance appraisal process and maintenance of the related data.
Participation in preparation of Country Office Learning plan and individual learning plans in consultation with the Senior Management.
Support the understanding of emerging corporate priorities and new learning initiatives; coordinate the organization of learning sessions)
Analysis of requirements and elaboration of the protocol for performance appraisal process, facilitation of the process.
Monitors and supports staff performance assessments.
4. Ensures support to the HR Activities of the UN focusing on achievement of the following results:
Organization and coordination of surveys initiated by the UN Country Team;
Represent UNDP at UN HR working group
Work with the sister agencies on common HR initiatives

Required Skills and Experience
Education:
Secondary Education (High School Diploma) with specialized certification in HR OR
Bachelor’s Degree in HR, Management, Business or Public Administration or any other related field
Experience:
Minimum 6 years (with secondary education) or 3 years of experience with (Bachelor’s degree) of progressively responsible administrative experience is required at the national or international level. Experience in HR is a strong advantage
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management system
Proficiency in verbal and written English and Farsi.
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
