Background
UNDP Turkey Climate Change and Environment Portfolio (CCE) contributes to consolidating the gains made so far and to the advancement to ensure the voice and participation of all stakeholders on environmental issues and enable the valuation and sharing of the benefits of ecosystem services. It is focusing on strengthening the "capacity to prevent and respond" to environmental degradation, particularly in relation to biodiversity, forest management and chemical waste prevention and management. It is guided not only by UN values, but also by the 10th National Development Plan’s objectives with regards to integration of biodiversity and ecosystem services into development planning. The purpose of this portfolio is to improve the implementation of more effective policies and practices on sustainable environment, climate change, biodiversity by national, local authorities and stakeholders including resilience of the system/communities to disasters. UNDP is cooperating with various national counterparts in the referred field, such as Ministry of Environment and Urbanization, Ministry of Forestry and Water Affairs, General Directorate of Forestry, etc. Climate Change and Environment (CCE) Portfolio seeks sustainable solutions for climate change adaption and mitigation action across sectors and initiatives to strengthen systems and tools for risk-centered and integrated disaster management and increase the resilience of society by also taking into account of differentiated gender impacts. The primary target will be rural populations in sensitive biodiversity areas/hot spots. Currently UNDP is working on different new fields addressing to the capacity needs in the field of environment.
CCE Portfolio will focus on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.
The ToR at the hand is for the Project Manager for Industrial Symbiosis Project within CCE Portfolio. The purpose of this program is to provide an enabling environment for smooth implementation of industrial symbiosis, through Research and Development component, which would create a highly qualified pool of experts to work in the field of industrial symbiosis in the future, a national policy towards widespreading and replicating the best practices in Turkey. The Project also includes implementation of pilot works for replication of industrial symbiosis practices.
Duties and Responsibilities
The Project Manager is expected to assume the following tasks: The Project Manager will be a locally recruited national selected based on an open competitive process.
The PM will be in charge of managing operational issues (i.e. mobilization of short-term experts, procurement, payments etc.) as well as managing contractual relations with the Implementing Partner and project stakeholders. S/he will ensure that all reporting to be carried as defined in the General Conditions of the Agreement. S/he shall be responsible for reviewing progress reports and output related substantial documentation, as well as liaising with national and international stakeholders at the institutional level. S/he will work very closely with İZKA and she will be responsible from implementing the project document commitments through day-to-day management. The Project Manager will lead the Technical Assistance Team (TAT) to be composed of high-calibre national and international experts, project staff and short-term experts. For day-to-day interactions, the Project Manager will act as the main contact person for the project stakeholders. S/he will report to the Chemicals and Waste Projects Coordinator under the overall supervision of CCE Portfolio Manager, and work in close collaboration with the relevant Climate Change and Environment Portfolio and project staff and IZKA staff.

Overall coordination, supervision and provision of technical assistance to develop the project implementation plans and to monitor its implementation in Turkey.
Coordinate the implementation of project activities defined in the project document.
Preparing Annual Work Plans (AWP), budgets and procurement plans accordingly.
Taking necessary actions to comply with the approved AWP’s and procurement plans.
Ensure the identification and the creation of necessary links with stakeholders to implement the project.
Drafting the ToR’s with regard to procurement of goods and services under the guidance of Implementing Partner and with support from UNDP to assure timely mobilization of local and international experts as well as supplying of services and goods.
Managing and monitoring the contracts signed with third parties in order to ensure the receipt of high-quality services on time.
Monitors progress towards overall project results through supporting regular review of activities and results at the country level, and through encouraging regular collection of data as indicated in the monitoring and results framework.
Ensuring otherwise successful completion of the project in accordance with the stated outcomes and performance indicators summarized in the project’s log-frame matrix and within the planned schedule and budget.
Identify gaps in project outputs and make the necessary adjustments.
Production of financial and managerial information such as: Annual Project Implementation Review Report (PIR) and project financial reports, including analysis of expenditure; monitors and updates financial data relating to the project on a timely basis.
Ensure the effective usage of funds for the implementation arrangements.
Supervise the performance of the project team members including experts to ensure that all tasks are executed in order to meet the objectives of the project.
Ensures procurement including supervision of contracts and staffing requirements of the project to meet and comply with rules and regulations.
Preparation and presentation of project status reports to the Project Steering Committee, İzmir Development Agency and other project partners and stakeholders.
Supervise the preparation and submission of reports - financial and narrative reports to donors, partners, Project Steering Committee as well as to UNDP.

Representation and Outreach
Coordinate communication among project partners, UN Agencies, other international organizations, Private Sector, NGOs, Academia and Government in Turkey and worldwide.
Provide implementing partner and/or Project partners with periodical information about the implementation of Project activities. Provide the UNDP Projects Coordinator under the overall supervision of the Portfolio Manager with technical support in order to negotiate further fundraising for the Project.
Plan and implement the dissemination of tools, publications and products of the project.
Participate in events, meetings, seminars and consultations planned as part of the project.

Policy Support, Knowledge-sharing and Advocacy
Undertake periodic project reviews and visits to support strategic planning, monitoring progress of the activities and results, promote knowledge-sharing and enhance advocacy work.
Coordinate and supervise studies and research taken under the project framework.
Establish systems for documenting and analyzing the conditions enabling notable impact of the project initiatives. Ensure information flow on lessons learned, promising approaches, less promising approaches between project partners and UNDP.
Support institutional learning, promote the systematization of lessons learned, results and knowledge finding as a result of the impact of the project.
Attend Project meetings within executive agency, UNDP and project partners, and other forums for coordinating planning and quality Project implementation, as relevant; provide further support to the Project team as necessary, including support in drafting Project related terms of references, organizing Project workshops etc.
Promote the dissemination of knowledge and lessons learned in the project at national and international events.

Required Skills and Experience
Min. Education requirements
Master’s Degree in in business administration/economics, engineering, political/social sciences, land use planning or design, environment management or related fields. In the absence of an advanced degree, equivalent professional experience of additional 2 years in the relevant fields will be compensating together with the graduate degree;
Bachelor’s Degree with additional two years of experience can be taken into consideration in lieu of Master`s degree
Min. years of relevant work experience
Minimum 4 years of relevant working experience in supporting the projects/ programmes in the field of Environmental Management, Energy, and/or Development Projects and/or Climate Change.
Minimum 2 years of experience working with international institutions/organizations or in national and/or local governmental institutions/industrial organizations/SMEs.
Required skills
Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases.
