The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization’s activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization’s internal control framework, and enhances performance and the efficiency and effectiveness of operations.
The Evaluation Section of OIO conducts Independent Evaluations in line with its Independent Annual Evaluation Plan, monitors the implementation of evaluation recommendations, synthesizes findings and lessons learned from Independent Evaluations and decentralized evaluations, supports Executive Structures with evaluation work through advisory services and capacity building and promotes a culture of evaluation throughout the organization.
Tasks and Responsibilities:
Under supervision by the Head of Evaluation/Deputy Director of OIO and as part of a team, as Senior Evaluator, you will be responsible for conducting and supporting independent evaluations and assessments, and providing advisory, capacity building and other forms of support to decentralized evaluations.
More specifically, you will responsible for the following:
Assisting in developing and performing evaluability assessments to determine readiness for evaluation and appropriate evaluation scope, approaches, methodologies, budgets and timelines;
Planning, developing, managing and conducting evidence-based evaluations and strategic assessments of OSCE functions in consultation with the Head of Evaluation/Deputy Director and according to the OIO work plan; this includes effectively disseminating evaluation findings, and as appropriate and required identifying an external evaluator or team;
Using evaluation processes and methodologies that are aligned with professional evaluation standards, such as the UNEG norms and standards for evaluations, and practices;
Providing advice to other members of the OIO evaluation team and/or consultants; this can include supervising other OIO staff members or consultants, and other activities to ensure that work is carried out according to the planned timeline and budget, and in accordance with professional evaluation standards;
Preparing draft and final evaluation reports with evidence-based findings, lessons learned, and as appropriate, recommendations;
Supporting or overseeing development of communication products (e.g., learning briefs, presentations, infographics, and web content) for distribution of evaluation findings;
Providing capacity building and advice as requested to Executive Structures conducting decentralized evaluations and contributing to the functioning of the Evaluation Network (EN) through active engagement in the planning and delivery of EN related activities;
Performing other related duties as assigned, including follow-up on the implementation of evaluation recommendations, supporting the implementation of the Evaluation Framework Instruction, and representing the office at evaluation-related professional events and activities.

Second-level university degree in public policy, international affairs, evaluation or other social science that involve qualitative and quantitative data collection and analysis; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
A minimum of eight years of experience in planning, designing, leading, and reporting on programme and project evaluations and strategic assessments, preferably within or for international organizations and/or the public sector;
Experience in collecting and analysing quantitative and qualitative data using the most up-to-date analysis techniques and relevant analytic software packages;
Professionalism and commitment to high quality standards and work integrity as well as to contributing to and maintaining a professional and respectful working environment;
Previous experience working in a cultural diverse work environment and proven cultural sensitivity and competence;
Knowledge of UNEG evaluation norms and standards, ethical guidelines, and evaluation theory and practice, including knowledge of integrating human rights and gender equality perspectives into evaluation processes, and ability to apply them in practice;
Experience in ensuring that the relevant evaluation quality assurance mechanisms are in place and ability to uphold norms and standards under pressure;
Experience with developing high-quality terms of reference, developing designs for complex evaluations, drawing on existing best practices as well as developing innovative approaches;
Experience designing and leading complex evaluations using diverse methodologies (including mixed-methods approaches and innovative techniques);
Experience developing a realistic work plan for complex evaluations, supervising evaluation consultants, adjusting the work plan as needed and effectively overseeing budgeting and use of evaluation resources;
Ability to develop clear, realistic and implementable recommendations, and proactively contribute to dissemination of evaluation and assessment findings to ensure that they inform decision-making and programme development;
Good understanding of emerging global issues relevant for the mandate of the OSCE and ability to apply evaluation standards and trends to evaluations within the context of the work of the OSCE;
In-depth knowledge of theories of change and logic models and ability to use a systems approach in order to identify, recreate and facilitate the development of theories of change and logic models for complex programmes, policies or initiatives;
Engagement in professional networks and continuous self-development in order to enhance evaluation competencies and skills;
Excellent written and spoken communication skills in English;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience in Microsoft applications, and quantitative and qualitative data analysis software (for example SPSS, STATA, NVivo, Atlas.ti, etc.).
Monthly remuneration is around EUR 8,600, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
