Strategic office context: The position is in Safe Injection Equipment Unit within the Immunization Technology Centre at Supply Division.

How can you make a difference?

Under the general guidance of the Contracts Manager, develops and executes procurement strategies for Safe Injection Equipment (SIE) and Immunization Technology (IT) Products; including proposing procurement strategies in support of ensuring an uninterrupted, sustainable supply of affordable, quality products. Focus is on securing a sustainable and efficient supply of SIE and IT products, incorporation of sustainable procurement, innovation opportunities including engagement in innovation projects related to SIE and IT products and engagement in procurement and project implementation of SIE and immunization technologies, in coordination with complex partnerships and global health programmes.

Summary of key functions/accountabilities:

Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Procedures and Guidance notes, and all other applicable procurement procedures.

Manages procurement of materials and associated services as required; including proposal of supply strategy and procurement modality: LTA’s, Regional Procurement, Direct Order, LPA etc.

Undertakes market research, prepares market notes, Industry consultations and briefings.

Issues international tender invitations to acceptable suppliers, prepares Industry briefings and consultations, evaluates quotations, clarifies offers, and negotiates with suppliers as appropriate.

Makes recommendations for finalization of purchases, adjudicates offers in consultation with WHO, and internally Technical and QA centres. Prepares and defends submissions to CRC. Establishes supply arrangements.

Conducts contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.

Works closely with programmes and partners providing procurement input for project planning, design, work plan and procurement coordination and integration, including development of long term forecasting of quantities.

Ensures adequate and coordinated planning of procurement and demand of SIE and IT products and services, manages specific projects for procurement, including for evaluation or scale up.

Reviews and provides recommendations for Local Procurement by Field Offices.

Reviews material specifications and requirements with the Technical and QA Centres to ensure completeness and appropriateness.

In partnership with WHO and internally Technical and QA centres (as required) , evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.

Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.

Ensure service-delivery on country programme and procurement services requests that is timely, responsive, and appropriate, achieves value for money and works in concert with national systems and partners. Accomplish such via targeted procurement strategies, including quality and end to end supply chain performance objectives and monitoring. Ensure sustainable and efficient procurement modalities.

Requirements for coordinated supply and deliveries to countries for the designated commodities and services are met.

Contribute to UNICEF SD building partnerships and maintaining commitments to and relationships with strategic partners and contribute to the Immunization Technology Centre’s Innovation and process improvement activities.

To qualify as an advocate for every child you will have...

Education: A completed Advanced University Degree (Master’s Degree) in business administration, commerce or law or technical field required.

*A first-level university degree in combination with 2 additional years of experience may be accepted in lieu of the advanced university degree.

Work experience:

Minimum five (5) years of progressively responsible professional experience including at least three at the international level.

Experience in commercial activities with the public or private sector in developing and industrialized countries.

Experience in procurement / contracting of medical devices or other immunization related strategic products would be an asset.

Experience in Immunization planning or knowledge of Immunization activities would be an asset.

Experience from analytical work and negotiations.

Experience and ability to manage and monitor the effective use of financial and material resources.

Experience in use of computer applications, including internet navigation and various office applications.

Language requirements:

Fluency in English required

Proficiency in other UN language is an asset.
