Organizational Setting

FAO Uzbekistan has been established in Republic of Uzbekistan in accordance with memorandum agreement between Government and FAO and successfully assisting Ministry of Agriculture of Uzbekistan by implementing joint programs with Government organization in almost ten years as of now. FAO Uzbekistan office is in need of Procurement Assistant position in Administrative Unit to assist in procurement of FAO projects.

Reporting Lines

Under the overall supervision of the FAOR Uzbekistan and direct supervision for Assistant FAO Representative (AFAOR) for Uzbekistan, in close collaboration with technical experts and project personnel (national and international consultants and counterparts)

Technical Focus

Position holder is intended to assist FAO Procurement Team on implementing all procurement assignments in accordance with FAO Procurement policies and procedures.

Tasks and responsibilities

Under the overall supervision of the FAOR Uzbekistan and direct supervision for Assistant FAO Representative (AFAOR) for Uzbekistan, in close collaboration with technical experts and project personnel (national and international consultants and counterparts), the Procurement Assistant will:

Assist in the full range of procurement processes (goods and services), including development of solicitation documents, communication with requestors and suppliers/service providers;
Assist in regular monitoring of the procurement plan, to ensure timely procurement and delivery of the goods and services to the requestors;
Initiate the establishment of purchase orders, and closely monitors the purchasing to delivery (end-to-end) process, whilst keeping the clients updated on the process;
Effective communication with SEC and LTO;
Assist in the implementation of project’s procurement activities according to the approved workplan;
Assist to carry out market surveys and expressions of interest, identify potential vendors and prepare tender;
In close consultation with AFAOR undertake a preliminary review of bids received and forward bids together with the commercial evaluation to the requester for review and technical evaluation; draft recommendation to award and submission to Procurement Committee (LPC - SEC) based on results of technical evaluation and commercial evaluation;
Ensure all procurement actions are up to date in and properly filed; provide status reports on pending matters and respond to queries from vendors or internal requesters and ascertain that all relevant approvals and clearances have been obtained and prepare contractual instruments and amendments using appropriate standard models;
Plan procurement actions in line with submitted quality requests;
Filing and keeping up to date records of all procurement related incoming and outgoing correspondence, ensure confidentiality;
Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

University degree in economics, finance, business administration, procurement and or supply related fields

5 years of relevant experience in procurement, supply and other similar fields.

Working knowledge of English, Russian and Uzbek

National or Resident of Uzbekistan
