Job Description

Background

The United Nations Development Programme (UNDP) in Kazakhstan is contributing to the country’s development through the following programmatic priorities outlined in the Country Programme Document 2021-2025 (CPD): 1) addressing social vulnerabilities and inequalities, 2) effective and accountable institutions, 3) climate and disaster resilience and low-carbon growth, and 4) diversified and knowledge-based economic growth. The CPD is implemented by the UNDP Country Office (CO) in Kazakhstan, located primarily in Astana, with a limited presence in Almaty and other project-based locations. The CO is structured into Programme, Management & Program Support, and Operations units, with the latter being responsible for ensuring consistency with UNDP rules and regulations strategic in the areas of administrative, finance and human resources management, efficient procurement and logistical services, and Information and Communication Technologies (ICT) and the common premises management.

As a key part of the Operations the ICT unit lead by an ICT Analyst ensures effective ICT support services to the UNDP office and UN Agencies hosted in the Common Premises in Astana and Almaty.

Position Purpose

Under the guidance and direct supervision of Operations Manager, the ICT Analyst provides leadership in execution of ICT services in the CO, implements IT management systems and strategies and contributes to the organization-wide digital transformation effort to embed digital solutions into the delivery cycle of development and operational interventions. The incumbent is responsible for the review and advice on the use of new technologies that will enhance the CO productivity. The ICT Analyst fosters CO capacities in digital literacy and promotes a client-oriented approach.

The ICT Analyst is also expected to contribute to the implementation of the UNDP corporate Digital Strategy, which supports the CO development cooperation efforts focused on introducing supporting systems, structures and mechanisms to drive innovation, and building capabilities to develop and apply digital solutions. For this purpose, the incumbent will collaborate with other units across the organization including the Accelerator Labs and the Programme teams.

Duties and Responsibilities

Implementation of IT strategies

Development of information and documentation management system

Effective functioning of the CO hardware and software packages

Support to implementation of the corporate Digital Strategy at the country level

Provision of web management services

Management of the ICT personnel in the Astana and Almaty Common Premises

1.) Ensure implementation of IT strategies through: Full compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.

Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT.

CO ICT business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT teams.

Participation in the office business process re-engineering activities.

Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets.

Development and update of the ICT annual plan and road map.

Development and update of the disaster recovery plan and the respective parts of the business continuity plan.

Development and update of the ICT infrastructure and training plans.

Full accountability of the respective key indicators on the Dashboard(s).

Participation in UNDP Oversight and Support Team meetings as applicable.

Management of IT assets and inventory

2.) Ensure development of information and documentation management system through: Development and implementation of CO information and documentation management system in accordance with UNDP policy and the country office needs.

3.) Manage CO hardware and software packages through: Ensuring CO hardware and software platforms meet the UNDP standards and CO key business processes.

Provision of advice on maintenance of equipment and acquisition of hardware supplies

Supervision of the implementation of corporate UNDP systems.

4.) Supports implementation of the Digital Strategy focusing on achievement of the following results: Support to implementation of digital technologies to increase work efficiency and eliminate manual work and duplication

Provision of an advisory support to the CO development projects in areas of digital transformation, use of innovative technologies, process automation, etc.

Improving CO capacities in digital literacy through skills training, peer exchange and knowledge development.

5.) Provides web management services focusing on achievement of the following results: Identification of the opportunities and ways of conveying business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems).

Creation and maintenance of the CO web site and intranet ensuring that the content is updated and meets the requirements of UNDP.

6.) Ensures effective work of ICT Teams of the Astana and Almaty Common Premises in the area of: Efficient networks administration.

User equipment management.

Management of assets and inventory, and IT supplies and spare parts.

Knowledge building and knowledge sharing.

Supervisory/Managerial Responsibilities: The ICT Analyst acts as the second supervisor for the ICT personnel working in the Common Premises in Astana and Almaty and works in close collaboration with the Operations, Programme and project teams in the CO and UNDP HQs staff for resolving complex IT-related issues, collaborates with Regional IT Coordinator, Information and Technology Management (ITM) Office.

Required Skills and Experience

Education:

Master’s degree or equivalent in Information systems, Information Management or Bachelor’s degree in the same field with two additional years of relevant experience.

Microsoft Certified Systems Engineer (MCSE), if the certificate is not available at the time of recruitment, it should be obtained within 6 months of assignment.

Knowledge of ISO 20000, 22301 as well as IoT, availability of Cisco CCIE CCNP and ITIL certifications or similar are desirable.

Experience:

For candidates with Bachelor’s Degree a minimum of 2 years of relevant working experience in:

development and implementation of ICT strategies,

management and supervision of staff (at least 3 people),

management of hardware and software platforms,

knowledge of Windows-based packages/applications is desirable,

experience in web design and development of web-based office applications is desirable

experience in asset management is desirable.

Language Requirements: Fluency in English, Kazakh and/or Russian.
