Background

SEESAC is a joint initiative of the UNDP and the Regional Cooperation Council (RCC). As such, it is an integral part of UNDP’s work in Europe and the Commonwealth of Independent States (ECIS) region and has, since 2002, worked primarily to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, and thus contribute to enhanced stability, security and development in South East and Eastern Europe (SEE). SEESAC also has a distinguished record of working closely with Governments to advance gender equality.

The overall objective of the project is to contribute to international peace and security by combatting the threat posed by the widespread accumulation and illicit trafficking of small arms and light weapons and their ammunition in and from SEE. At the same time, it enhances regional stability by working within the framework of the RCC and in partnership with other relevant initiatives. The project is directly contributing to the implementation of the EU Security Strategy, the EU Small Arms and Light Weapons (SALW) Strategy, the Arms Trade Treaty, the UN Programme of Action on Small Arms and its International Tracing Instrument, the UN Firearms Protocol, UN Security Council Resolution 1325 and will specifically enhance regional cooperation in combating the threat posed by the spread of SALW and their ammunition. Specifically, the project is contributing to the implementation of the South East Europe Regional Implementation Plan Combatting the Proliferations and Impact of Small Arms and Light Weapons and the Roadmap for a sustainable solution to the illegal possession, misuse, and trafficking of SALW and their ammunition in the Western Balkans by 2024. The project results also directly contribute to the implementation of Sustainable Development Goal 16 on peaceful and just societies, particularly targets 16.1 (Significantly reduce all forms of violence and death rate everywhere) and 16.4 (significantly reduce illicit arms flows).

SEESAC is implementing the EU Council Decision 2019/2111 in support of SEESAC disarmament and arms control activities in South-East Europe in the framework of the EU Strategy to combat illicit accumulation and trafficking of Small Arms and Light Weapons (SALW) and their ammunition and the EU Council Decision CFSP/2022/37 in support of the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) for the implementation of the Regional Roadmap on combating illicit arms trafficking in the Western Balkans and in support of disarmament and arms control activities in South East and East Europe.

Under the framework of the EU CD 2019/2111, the project has the overall objective to further contribute to improved security in the South-East Europe region and the Union by combatting the threat posed by illicit small arms and light weapons (SALW) and their ammunition in and from South-East Europe, Belarus, and Ukraine. The project’s component for the Improvement of capacities for physical security and stockpile management (PSSM) through infrastructure security upgrades, surplus reduction and training is supporting authorities of the interior DocuSign Envelope ID: A8F2AA30-6445-4425-B417-EDC5E4F8C772 2/4 and police authorities to improve further security infrastructure and standard operating procedures for priority storage locations, which still pose a significant risk of theft and illegal proliferation of SALW and their ammunition. This component is building on the work completed under the Council Decision (CFSP) 2016/2356 in support of SEESAC disarmament and arms control activities in South-East Europe in the framework of the EU Strategy to combat illicit accumulation and trafficking of SALW and their ammunition, amended by EU Council Decision 2019/2113. The activity is in line with Goal 7 of the Roadmap, aimed at significantly decreasing the risk of proliferation and diversion of firearms, ammunition and explosives, and Goal 6, aimed at a systematic reduction of surplus and destruction of seized SALW and ammunition. The project continues to implement improvements to the security of weapons and ammunition storage in SEE by providing further specific technical and infrastructural assistance in line with international best practices and standards. Evidence rooms located in local police stations are a priority, as a potential hazard for diversion exists but also in terms of public safety where several hazardous materials are kept together under poor storage conditions. Support is also provided for reducing surplus or confiscated SALW and ammunition, thus further decreasing the risk of their illicit proliferation.

Furthermore, SEESAC is currently implementing PSSM-themed projects in Albania and Serbia funded by the US Department of State.

The project ‚Enhancement of SALW control security measures in Albania follow-on project‘ addresses the SALW control measures in the management of stockpiles under the responsibility of the Albanian State Police (ASP) by introducing a barcode system for weapons recordkeeping at the MoI/ASP central SALW and ammunition storage location ‚Mullet‘, and security upgrade and equipping of the selected ASP priority SALW/evidence safekeeping room locations. Improvement of accounting practices‘ efficiency will significantly decrease the risk of illegal proliferation. At the same time, increasing evidence rooms‘ physical security will provide optimal conditions for recordkeeping and preservation of evidence needed for establishing criminal cases. Reliable evidence leads to better investigations and the possibility for adjudication of cases, contributing to more successful prosecution. The project will aim to improve the accountability of stockpile management in Albania by providing specific technical and infrastructural assistance in line with international best practices and standards. The increase of accountability by introducing barcodes to improve accounting and of security and safety of stockpiles through the upgrade of SALW safekeeping evidence rooms will contribute to combating the illicit accumulation and trafficking of SALW and their ammunition and promote peace and security.

‚SEESAC Project for the enhancement of security and safety of the "Duvanište" SALW and related ammunition storage location of the Ministry of Interior of the Republic of Serbia, in accordance with international standards and best practices, aims to further improve the security of weapons and ammunition storage in Serbia through targeted technical and infrastructural assistance in line with international best practices and guidelines. The increase of security of stockpiles through the development of safe and secure conventional ammunition storage infrastructure will contribute to combating the illicit accumulation and trafficking of SALW and their ammunition and the promotion of peace and security. This project’s contribution to enhanced community security will include armed violence reduction and SALW control by increasing the security and safety of stockpiles. It specifically addresses the enhancement of SALW control security measures in the SALW storage location "Duvanište" near Smederevo through security infrastructure improvements of the storage location, which will be storing both the formation and confiscated SALW, basic inventory supplies for the location and targeted proficient level PSSM training provided to the storage location managers, operators and other MoI practitioners.

Duties and Responsibilities

Under the direct supervision of the Project Manager, for activities pertaining to the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC), the Engineering Associate has the responsibility to support infrastructure activities related to the design, supervision and quality assurance. The Engineering Associate should provide technical expertise support assuring that the projects produce the results specified in the Project Documents for the infrastructure components, to the required standard of quality and within the specified constraints of time and cost.

Specific responsibilities will include assistance in the implementation of activities with the aim of achieving the following project results:

Assisting in production of infrastructure project design documentation such as pre-feasibility and feasibility study, preliminary design, main design, revision of design documentation

Facilitation and participation in needs assessment process with the beneficiary, support in design of tender documentation, preparation and execution of tender processes for procurement of goods and services, according to UNDP procurement guides, provide inputs for contracts for goods and services.

Assisting in supervision of project design development process, coordination and supervision of construction works

Financial and project progress reports preparation according to UNDP and donors‘ guidelines

Support management of project activities that require engineering interventions, in line in line with project scope and relevant international guidelines and best practices (IATG).

Assisting in the review of the quality of the executed work, built-in materials and verify that the quality responds to related regulations and specifications

Intervene to resolve problems and/or conflicts and recommend corrections in terms of design, materials or the quality of work and managing these corrections upon the approval by the Project Manager

Provide early warning to the Project Manager of potential problems and/or critical issues regarding the infrastructure improvement and execution of the works.

Collection, analysis and presentation of background information for preparation of project annual workplans and progress reports.

Providing inputs for creation of project monitoring and evaluation framework

Ensuring full compliance of activities with established project management rules, regulations, and policies

Maintain project files, including contracts list, drafting correspondence on project engineering issues, ,briefs, talking points and maintain project files, including contracts list, and other standard correspondence for project implementation for Project Manager as required.

Liaising with contractors, and direct beneficiaries on project matters.

Support the organization and participate in donor visits, meetings, and workshops, including support for logistical preparations, correspondence with participants, and preparing records from such events/meetings.

Education:

Secondary education.

Bachelor’s Degree in civil engineering or similar would be desirable.

Experience:

Minimum 6 years of relevant working experience in construction-related project management, in particular in the fields of Construction Engineering - Construction management with quality control of performed works. Alternatively, if in possession of Bachelor’s degree, 3 years of relevant working experience would be required
