Background:
OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization’s longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.
Tasks and Responsibilities:
Under the direct supervision of the Chief of Monitoring Unit (MU), the incumbent will be responsible for:
Overseeing and coordinating the implementation of MU activities with regard to budget, human resources and administration;
Providing timely and correct information on project implementation and co-ordinating with Monitoring Officers and the Fund Administration Unit to ensure that project deadlines are met;
Contributing to the planning, design, development and implementation of MU project activities;
Conducting needs assessment for project development related to MU’s mandate in the areas of confidence building, early warning, dialogue facilitation and mediation, P/CVERLT (Preventing/Countering Violent Extremist Radicalization Leading to Terrorism) and inter-faith dialogue; facilitating trainings, roundtables, and workshops related to confidence building, dialogue facilitation and mediation and P/CVERLT;
Supporting the Chief of MU in the overall management of the work of MU; providing ongoing support for the day-to-day management of the MU Skopje Team, including by tracking activities, ensuring the flow of information related to the work of the team, as well as by organizing and facilitating meetings;
Drafting inputs for the departmental programme outline, unified budget proposal and other budget reporting documents;
Performing monitoring and analytical tasks; undertaking daily monitoring of media sources for news related to security-relevant developments;
Reporting on policy development, drafting internal briefing and background materials and other relevant documents; contributing to MU analytical activities including conflict analysis and strategic review and outlook documents;
Liaising and conducting and/or participating in meetings with representatives from other international organizations and local CSOs to coordinate, establish and maintain mutual cooperation;
Performing other duties as assigned.
Necessary Qualifications:
Citizenship of or permanent residence in the Republic of North Macedonia;
First-level university education in fields related to security and human rights;
At least 2 years of professional experience in project management, preferably in international organisations;
Experience in activities in the areas of confidence building, early warning, dialogue facilitation and mediation, P/CVERLT and inter-faith dialogue;
Computer literate with practical experience with Microsoft applications;
Excellent written and spoken communication skills in English and local languages (proficiency in multiple local languages will be considered an advantage);
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and ability to integrate gender perspective into tasks and activities.
Valid driving license.
Remuneration Package:
*Appointment subject to UB2023 approval.
Monthly remuneration, subject to social security deductions, is approximately EUR 1,914.83.
Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
