As part of the World Bank Group (WBG), the Integrity Vice Presidency (INT) shares in the WBG’s overall mission in alleviating poverty and achieving a shared and sustainable prosperity in client countries. INT’s fundamental role within the WBG is to help detect, prevent, and deter fraud and corruption in the use of the WBG’s financial resources, so that those resources are used effectively to benefit the poor people that they are intended to reach. INT’s work contributes directly to achieving the shared prosperity/poverty reduction mission of the WBG. Reducing fraud and corruption in WBG projects helps to ensure that WBG funds are used for their intended purposes: to alleviate poverty and to increase prosperity and stability in our borrowing countries. Working with others in international development institutions, INT’s principal goal is to measurably minimize development assistance funds lost to fraud, corruption and abuse and increase the quality and results of development efforts.

In contributing to the WBG’s overall mission, the Integrity Compliance Office (INTIC), an independent unit within INT, seeks to help detect, prevent, and deter fraud and corruption in WBG-supported projects and activities. To that end, INTIC, among other things, works with sanctioned entities through the in supporting and monitoring their efforts to put in place appropriate integrity compliance measures to raise their integrity standards and reduce risks associated with their operations following their release from WBG sanction.

The Korea-World Bank Group Partnership Facility (Facility), established in May 2013, is an initiative to strengthen ties between the Republic of Korea’s Ministry of Strategy and Finance and the WBG. The Facility’s overall objective is to assist developing member countries of the WBG in achieving inclusive and sustainable economic growth and to foster broader dialogue on economic development issues. The Facility supports a broad range of economic development opportunities with a focus on promoting good practices by leveraging the WBG’s knowledge and convening power and the Republic of Korea’s expertise.

The Facility has three areas of focus:

1. Financing for Global and Regional Programs 2. Co-financing of Lending Operations and Project Preparation Support 3. Generation and Transfer of Development Knowledge, Project Identification, Pre-appraisal, and Technical Assistance Activities

The Facility is managed with a significant emphasis on results and seeks to support WBG projects that are designed to maximize development impact. In doing so, the Facility emphasizes strong alignment with the WBG’s lending operations and strategic policy dialogue, as well as on sharing the Republic of Korea’s development experiences with developing countries. The program also has a focus on involving Korean institutional partners in sharing the Republic of Korea’s development experience with developing countries.

Introduction of the Project The Project that is the subject of this terms of reference is funded through a grant awarded to INT, led by INTIC, under the Facility to promote corporate integrity compliance via an integrity compliance training platform (ICT Platform). The main objectives of the Project are to: (i) reduce the risks of fraud and corruption in WBG-financed projects by promoting enhanced integrity compliance among entities seeking to participate in such projects, and other development partners, through training and knowledge sharing; and (ii) advance these efforts through the use of technology through an online integrity compliance training platform.

The Project is expected to contribute to the development objective of promoting integrity compliance in WBG-financed activities by: (i) establishing an integrity compliance training platform aimed at elevating the organizational integrity compliance standards of potential participants in WBG- financed activities using web-based tools that can be tailored to their different circumstances and risk profiles; (ii) developing an integrity compliance self-assessment tool, with small- and medium-size enterprises (SMEs) as the target beneficiary; (iii) funding the development of a web-based interactive Mentorship Hub, through which users, and SMEs in particular, may establish mentee-mentor relationships with entities that have met their integrity conditions for release from WBG sanction; and (iv) creating a Training Tool for PIUs and WBG Member Country Agencies to better understand the WBG’s integrity framework and the core elements of an effective integrity compliance program. The Project also will include in-country pilot program assessments of the Platform and its effectiveness, including in Fragile and Conflict-Affected Situations (FCS) countries.

Duties and Accountabilities INTIC is seeking to recruit an Extended Term Consultant (ETC), Project and Learning Tools Development Coordinator who will support the Project toward meeting the Project objectives, particularly with respect to the private sector integrity compliance-related aspects of the Project. Working in close collaboration with both TTLs, the ETC’s responsibilities include:

Providing expert advice and guidance on further Project design and implementation, including integrity compliance knowledge;
Leading the coordination of the tasks and activities being delivered by the WBG team and any external Project partners for the development of the private sector integrity compliance-related aspects of the Project and for public launch of the related aspects of the ICT Platform;
Leading the in-country pilot program assessments of the private sector integrity compliance-related aspects of the Project to test the effectiveness of the relevant aspects of the ICT Platform and incorporate the outcomes in the further development of the ICT Platform, as well as related written reporting;
Leading the coordination of management of timelines and milestones for the private sector integrity compliance-related aspects of the Project, in collaboration with the Task Team Leaders and Project partners, for effective and timely coordination of tasks involved in further developing the related aspects of the ICT Platform and beyond, including sequencing and costing of activities;
Coordinating outreach efforts with respect to the launch and promotion of the private sector integrity compliance-related aspects of the Project;
Leading the reporting on the private sector integrity compliance-related aspects of the Project;
Closely coordinating the work with other Project team members, including those responsible for the public sector aspects of the Project; and

Performing any other tasks necessary for the successful operation of the Project as per the direction of the TTLs and in collaboration with Project partners as relevant.

Deliverables The ETC will coordinate activities and provide expert guidance to support the delivery of the expected Project outputs related to the private sector integrity compliance-related aspects of the Project. These include:

The ICT Platform and related tools related to the private sector integrity compliance-related aspects of the Project;
In-country assessments of the private sector integrity compliance-related aspects of the Project to test the effectiveness of the relevant aspects of the ICT Platform and incorporate the outcomes in the further development of the ICT Platform;
Project reporting and communications materials; and

Expert guidance and input to support related activities, including project administration.

Selection Criteria

Advanced degree with 8 years‘ experience or equivalent combination of education and experience in the integrity compliance field, including in connection with development of related training programs and tools (experience with international organization or national government is highly desirable);
Experience in leading teams and coordinating complex activities in connection with the development of training programs and tools (experience with entities of various sizes, and in developing countries and FCS is highly desirable);
Experience in engaging with senior officials, in both the public and private sector;
Proven ability to work in interdisciplinary task teams/working groups across organizational boundaries, including with senior officials, both internally and externally;
Proven ability to clearly and concisely prepare, present, and discuss relevant topics at senior levels, as well as to produce complex and compelling written work products;
Excellent research skills;
Excellent interpersonal skills, including a proven ability to deal sensitively in multicultural environments and build effective working relationships with colleagues;
Established reputation for integrity, sound judgment, fairness, and discretion in dealings internally and externally.

Highly organized, highly dependable and responsible, and highly attentive to detail;
Fluency in oral and written English; and

Capacity to work simultaneously and effectively on a variety of tasks, independently adjusting priorities and achieving results within agreed timeframes and objectives.

Timeline and Reporting

Contract period: April 1, 2023 - March 31, 2024 The ETC will report to James David Fielder (co-TTL) and to Anna Pinto-Hebert (co-TTL).

Conflict of Interest

The ETC shall be free from any conflicts of interest and shall promptly report any potential conflicts of interest.

Confidentiality and Document Security

1. The ETC is expected to maintain the highest level of confidentiality on all information to which they are exposed and will be required to sign an INT confidentiality agreement.

2. The ETC will not provide legal advice or make legal judgments in the course of their work.

3. Any travel, if applicable, made on behalf of the WBG will be consistent with Bank travel policies and guidelines, including costs and per diem.

4. The ETC will be made aware and respect the immunities and privileges of the WBG. Consultants abide by all relevant WBG rules and respect member government laws at all times.

5. Collected evidence, reports, witness statements, and other documents including electronic media shall be the exclusive property of INT, and not be shared with anyone outside of INT. No statements will be made to the media regarding any matter associated with any engagement.

6. The ETC shall manage information, reports, witness statements, documents and electronic media obtained, accessed or reviewed under this TOR in a secure manner and location. The privacy, safe keeping, security and integrity of those documents are matters of the highest importance and are matters for which STC is responsible while the documents are either within or outside the INT offices.
