Background:
The OSCE Missions‘ in Kosovo Governance Sections (GS) 2023 project Promoting Quality in Public Processes II under the Activity 2.5. on Enhancing the functioning of the oversight institution: Independent Oversight Board for Civil Service in Kosovo, will support the effective functioning of the IOBCSK by updating the existing digital database based on the concept document on the database produced by the IOBCSK.
The database serves the institution in filing and managing the complaints data as well as the data from the monitoring of the public institutions. The current database was installed ten years ago and has never been updated since. It needs new modules and functions to be able to serve the purpose of efficient filing and processing of the respective data. The up-grade of this database would have a significant impact on efficiency of keeping track of the complaints submitted by the civil servants and other related functions. In addition, the expert will enhance the professional capacities of its staff in managing the up-dated database, through one-on-one coaching.
The IOBCSK is an independent institution that ensures governmental compliance with civil rules and arbitrates civil service staff complaint. Assistance to the IOBCS is part of Missions‘ overall support in enhancing the efficient oversight role of the independent institution over the governments‘ compliance with rules and procedures.

Objective of Assignment:
Support the IOBCSK in functionalising of its internal database to track civil service members‘ complaints and coaching its staff on how to use the up-dated database.
Duration of Assignment:
The Consultant will be engaged for 40 days.
Tasks and Responsibilities:
The local, database expert will be tasked to: a) Assess the existing database functions and limitations based on the needs of the IOBCSK;
b) Update/improve the database based on the assessment’s findings;
c) Draft a basic training module on how to use the database;
d) Coach the respective staff on how to use and manage the updated/improved database.
Deliverables:
The consultant will report to the GS Activity Manager and work closely with other members of the GS team. During the consultancy engagement, the local database expert shall submit the following deliverables:
Timely submission of monthly reports to the GS Activity Manager, 01 April and 31 July 2023, covering the major tasks performed in the respective month, including gender disaggregated data, were applicable;
Draft and submit the training module to the GS Activity Manager on how to use the updated/improved database;
Finalise and handover the updated/ improved digital database to the IOBCS;
Submit the Final Report, including gender-disaggregated data, applicable of all the work performed during the present consultancy.
The expert will work closely with the Secretary General of the IOBCSK and the team.
Performance Indicators:
Effective and efficient communication with the GS team and with the Secretary General of the IOBCSK and the team.
Timely submission of the monthly reports and the Final Report;
Delivery of the draft training module;
Finalisation and delivery of the improved digital database;
Coaching of the IOBCSK staff as a group or one-on-one method.
Participation and co-facilitation of the working group/meetings during the activity implementation;
Participation and co-facilitation of the working group/meetings on enhancing IOBCSK professional capacities in managing the updated/improved database;
Flexible on possible new instructions to be taken into consideration, which may derive from the GS team through his/her assignment.
Necessary Qualifications:
University degree in Computer Science or any other relevant field;
At least three years of experience in database design and/or management and knowledge of a database programming language;
Sound knowledge of data-collection methodologies and data analysis processes;
Demonstrated ability to collect and compile data with accuracy and record it in an accessible manner in a maintained database;
Previous experience in data entry tasks will be considered an asset;
Previous experience in training delivery and or coaching;
Excellent organizational skills with capacity to deal effectively with changing priorities;
Ability to meet strict deadlines and deal with several activities simultaneously;
Fluent in Albanian and English, knowledge of Serbian is an asset.
Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as thedetailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
