Under the overall guidance of the Inclusive Development Coordinator, the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Associate supports staff of the Programme Unit. The Programme Associate works in close collaboration with the operations, programme and projects‘ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information. Duties and Responsibilities

Monitor the purchasing and acquisition processes of direct implementation projects (DIM) and direct support actions for national implementation projects (NIM).

Support the drafting and review of the Terms of Reference and the documentation associated with the new individual contracting processes and subcontracts. Make the request for the procurement process by uploading the documents in UN all.Provide the information related to the COA of the project and other related information. Monitor the products and reports to be submitted and support their review, in accordance with the payment schedules established in the Terms of Reference and the corresponding due dates.

Carry out and follow up on the payment processes, by requesting the receipt, and preparing the data in the Reception Certificate or the direct payment request, as appropriate. Follow up payments with the Finance area.

Carry out follow-up and monitoring of national implementation projects. Follow up on the technical, accounting and financial reports to be submitted by the counterparties. Support the counterparts for the preparation of revisions to the project documents. Monitor the budget and financial availability of the DIM and NIM projects. Support communication with government actors or other counterparts for the presentation of what was agreed in a timely manner.Provide assistance in logistical aspects for meetings, events, workshops and prepare the corresponding minutes.Provide assistance for the collection of statistical and technical information on relevant socioeconomic issues for the area and collaborate in the preparation of reports.

Required Skills and Experience

Min. Education requirements

Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree (Bachelor’s) in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.

Min. years of relevant work experience

A minimum Six (6) years of progressively responsible administrative or programme experience is required at the national or international level with secondary education and/or for a University Degree at the Bachelor’s level, a minimum of three (3) years of work experience.

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Required skills

The experience in management of development projects, in public policies will be valued in the United Nations System

Desired skills in addition to the competencies covered in the Competencies section

Candidates with good qualities in operational and technical issues will be valued to prepare written reports associated with the area’s theme.
