Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme.

The objective of PACT is to assist Member States, within the IAEA’s one-house approach to cancer control and working closely with regional Divisions in the Department of Technical Cooperation as well as other relevant Departments and Offices, to introduce, expand and improve their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximizes its therapeutic effectiveness and public health impact. The Division of PACT is headed by the Director PACT, who reports to the Deputy Director General of the Department of Technical Cooperation.

Main Purpose

Under the direct supervision of DIR-PACT, the Project Officer (Comprehensive Cancer Control) will oversee the planning, implementation, and tracking of an integrated approach to Member State initiation and expansion of radiation medicine and radiotherapy services in countries most at need through the IAEA’s Rays of Hope initiative which supports a one agency approach to the flagship initiative on cancer. This includes the establishment and strengthening of radiation safety and nuclear security infrastructure and provide quality control, guidance, training, and equipment. The Rays of Hope initiative combines several elements into a set of interventions that build on and complement each other in order to maximise impact.

Role

The Project Officer (Comprehensive Cancer Control) is: (a) a project manager, overseeing project activities are developed, coordinated and implemented in the most efficient and effective manner in line with quality management standards; (b) a substantive expert contributor, developing tailored services and the necessary processes, tools and mechanisms for their implementation; (c) an analyst, reviewing and analysing complex information from a broad range of sources (d) an adviser to the direct supervisor and other managers on the needs of Member States and how to best address them in full cooperation with internal and external partners; and (e) a coordinator and focal point to ensure full alignment of project activities.

Functions / Key Results Expected

Oversee all activities related to the implementation of the Rays of Hope initiative.

Create a detailed project plan identifying and sequencing its activities and including a schedule that effectively allocates available resources. Support Integrated Work Plan development and monitoring.

Coordinate updates according to the integrated project plan, document project activities and ensure that all project information is appropriately filed and secured.

Develop and maintain networks with internal partners and partnerships with national institutions and relevant stakeholders.

Assess progress towards the achievement of project results in line with quality management standards. Identify lessons learned and propose adaptations and innovations to monitoring and assessment mechanisms and tools.

Establish a communication schedule and prepare updates for internal/external stakeholders on progress achieved vs. planned and produce relevant progress reports.

Liaise with the Resource Mobilisation Section to ensure project proposals and funding needs are related to integrated project plans.

Act as a focal point or resource person, where needed, for cross-departmental issues relating to the project.

Qualifications, Experience and Language skills

Master’s Degree

Advanced university degree in business administration or management, public administration, international relations or any other related field.

A first level university Degree (Bachelor’s or equivalent) in the above educational areas plus three additional years of relevant work experience, may be accepted in lieu of the Advanced Degree.

A minimum of seven years of proven hands-on working experience in project/program management or public health administration at international level.

Work experience both in the public and private sector, preferably in the field of international development programmes is desirable.

Several years of work experience in a multinational context requiring complex coordination with multiple stakeholders.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33567*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks‘ annual vacation, home leave, pension plan and health insurance
