OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity ofMember States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The External Relations Department of the Health Emergencies Programme is responsible for providing accurate and timely health emergency communications and sustainable financing. This includes developing donor appeals and engagingwith donors to ensure adequate and timely financing for core functions and in response to emergencies, while ensuring that reporting requirements are met; developing and implementing a strategy on WHO communications for emergencies to engage with key audiences; and developing and implementing advocacy strategies and plans.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

Monitor donor policies, funding trends and financial mechanisms for health emergencies to facilitate the development and implementation of the resource mobilization strategy in support to WHOs work in health emergencies.

Act as focal point for collaboration with counterparts in assigned donors or interagency collaborations. Develop/update donor profiles and engagement plans for the assigned portfolio of donors, create related training materials and identify fundraising opportunities. Support and train HQ, regional, country staff on related procedures.

Maintain relations with a portfolio of donors to keep them informed about WHO’s work on health emergencies, provide answers to their questions and advocate with them for funding. Support the organization of meetings with donors.

Collaborate with technical and grant management staff to develop and give input on proposals for funding for WHOs health emergencies work and managethe finalization and clearance of contribution agreements. Liaise with regional and country offices to provide input on donor engagement. Act as proposal reviewer for quality control and reporting for consolidation of donor reporting.
