The World Health Assembly (WHA) has declared polio eradication a Public Health Emergency of International Concern (PHEIC). The Global Polio Eradication and End Game Strategic Plan aims not only to complete the eradication of polio and certify eradication globally, but also to assess, control and mitigate risks, and to ensure that the investments made to eradicate poliomyelitis contribute to future health goals through an effective transition process. The WHO Eastern Mediterranean Regional Polio Programme is structured to ensure that human, material and financial resources are available to effectively support planning, implementation, monitoring and evaluation of all activities required to fully implement the Strategic Plan, including continuous and close relations with global and regional partners, government counterparts, and stakeholders.


To provide support and assistance to the Programme Officer, in particular

1. Develop data bases and tools which allow for clear tracking of budgetary, expenditure and human resources for the EMR polio programme;
2. Assist with the development of work plans, including timeframes and activity cost estimates, project proposals and budgets, tracking and monitoring project implementation using project tracking systems, including monitoring cost changes, expenditure to date, rate of expenditure, and costs to complete;
3. Contribute to the development of Gantt charts and progress reports, detailed up-to-date financial reports and other related information to facilitate reporting and management, and inform financial and administrative staff at Regional and Country Offices, and at headquarters;
4. Track and report on financing against budget: monitor implementation rates, consolidate financial data, prepare periodic/ad hoc budgetary and financial statements and returns, identify financial gaps, and recommend alternative action to mangers as appropriate;
5. Develop and manage a tracking system to provide oversite for the status of all Polio EMR grants from distribution, award budgeting through expenditure to final reporting; prepare and verify reports for the programme management team to ensure compliance with relevant financial policies and donor requirements;
