Organisational Context
The Protection Strategies Unit is within the Investigation Division and is in charge of the following functions:
OTP-wide responsibility for the welfare and security of all witnesses and persons interacting with the OTP; Developing Strategic Threat and Risk Assessment’s (STRA) for each investigation with suspect profiles; Developing protection strategies for each case based on the STRA; Contributing to and developing operational concepts for each investigation; Contributing to the development of budget forecasts on witness related support and protection; Development of databases, analytical reports, and other material to support OTP decision making as it relates to witnesses; Maintenance of a database, and follow-up in witness related support and protection issues as communicated to the Victims and Witnesses Section (VWS); Monitor VWS compliance; Providing support to the trial proceedings; Production of individual risk assessments for all witnesses; Maintaining and monitoring OTP compliance with protocols, instructions from Chambers, and agreements with third parties as they relate to witness protection; Research and development of methods and strategies to enhance the security, safety and welfare of witnesses and persons interacting with the OTP.
Duties and Responsibilities
Reporting to the Head of the Protection Strategies Unit (PSU) within the Investigation Division of the Office of the Prosecutor (OTP), the incumbent performs the following tasks:
Act as the focal point in the Protection Strategies Unit for the preparation of risk analysis and threat assessments in relation to planned and ongoing investigations;
Direct and participate in the collection, collation and analysis of information related to the general security situation in cases involving the Office as it impacts the security of individuals and witnesses interacting with the Office;
